RESOLUTION OF THE CITY COUNCIL OF PUEBLO,
COLORADO, ADOPTING THE CITY'S COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) DRAFT
STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1996
WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement
city under the Housing and Community Development Act of 1974, as amended through
1990; and
WHEREAS, the Citizens' Advisory Committee on Community Development has
received and reviewed applications for the use of 1996 CDBG funds. Said Committee has
made its recommendations to the City Council on the projects to be approved; and
WHEREAS, the City held a Public Hearing on November 13, 1995, and in addition,
Quadrant Meetings at various locations within the City to obtain the views of citizens and
various groups on the City's housing and community development needs for its 1996
Consolidated Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO,
COLORADO, that:
Section 1.
The City Council hereby authorizes the publication of the City's Community
Development Block Grant Statement of Objectives and Activities for 1996. This publication
will afford affected citizens an opportunity to examine the statement's contents and the
City's proposed use of 1996 Community Development Block Grant funds, and to provide
comments on the proposed statement.

THE CITY OF PUEBLO, COLORADO, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) DRAFT STATEMENT OF OBJECTIVES
AND ACTIVITIES FOR 1996
The City Council of Pueblo, Colorado, proposes the following objectives for use of CDBG funds in 1996 that will be included in the 1996 Consolidated Plan.
CDBG funds are intended to provide decent housing, suitable living environment and economic opportunities, principally for low— and moderate — income
persons through rehabilitation and preservations, economic/job development and public facilities improvements.
It is estimated that approximately $1,800,000 in CDBG funds will be received by the City of Pueblo in 1996, along with program income from Housing Loan
paybacks of approximately $85,000. It is the intent of the City of Pueblo that approximately 70% of the program funds would benefit the needs of low— and
moderate — income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Any low— and moderate —
income housing which is demolished or converted will be replaced in compliance with the CDBG regulations.

Written comments and any concerns are welcome and must be received by December 31, 1995. Final adoption of 1996 CDBG projects will be finalized by this date,
including amendments as a result of actual funding to the estimated total of $1,800,000. Information and records regarding the City of Pueblo's proposed and past use
of CDBG funds is available at the Department of Housing and Community Services, #1 City Hall Place, (719) 584 -0830 (Voice /TDD), during regular office hours.
