HomeMy WebLinkAbout7543` As Amended 1/9/95 RESOLUTION NO. 7543 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, ADOPTING THE CITY'S 1995 CONSOLIDATED PLAN FINAL STATEMENT OF OBJECTIVES AND ACTIVITIES FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME FUNDS AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE APPLICATION AND OTHER NECESSARY DOCUMENTATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement city under the Housing and Community Development Act of 1974, and will receive a HOME grant; and WHEREAS, the City held four public meetings in addition to a Public Hearing before City Council on November 14, 1994, to obtain the views of citizens, non - profits and neighborhood groups on the City's housing and community needs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: Section 1 The City Council hereby declares the City of Pueblo's 1995 Consolidated Plan for CDBG and HOME programs has been developed so as to give maximum feasible priority to activities which will benefit low- and moderate - income families and /or aid in the prevention or elimination of slums and blight. Section 2 The City Council hereby adopts the City's 1995 Consolidated Plan for CDBG and HOME Final Statement of Objectives and Activities, which attachment together with the Enterprise Zone and Enterprise Community Plan are all made a part of this Resolution. Section 3 The City Manager is hereby authorized and directed to submit the Application and Proposed Use of Objectives and Activities for 1995, together with the other necessary documentation, including the required assurances, to the U. S. Department of Housing and Urban Development for $2,167,000 in Federal CDBG funds and $925,000 in HOME funds and to affix his signature thereto. CDBG funds are intended to eliminate or prevent slum and blight, provide decent housing, suitable living environment and economic opportunities principally for low— and moderate— income persons through rehabilitation and preservation, economic /job development and public facilities improvements within the City of Pueblo, Colorado. The City will receive $2,167,000 in CDBG funds in 1995, and program income from Housing Loan paybacks of approximately $85,000. It is the intent of the City of Pueblo to meet this objective by funding projects whereby more than 70% of the program funds would fund projects that meet CDBG criteria for benefitting the needs of low— and moderate — income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. The consortium of the City and Pueblo County will receive $925,000 in HOME funds in 1995. The funds will be used for Regular Rehabilitation, Home Acquisition for First —Time Homebuyers, New Construction Loan Program, First —Time Homebuyer "Buy It —Fix It" Program, Rental Rehabilitation Program for Special Needs. At the time CDBG hearings were held, $1,855,318 was estimated, thus the grant was $311,682 more than expected. CDBG Total Grant for 1995 is $2,167,000 Proposed use: 1. $150,000 match to State of Colorado Housing Grant 2. Demolition of substandard housing, not able to be rehabbed in older -7 neighborhoods HOME Total Grant for 1995 is $925,000 Proposed use: City of Pueblo share $629,000 ( *$300,000 for County Bond Program) County Share 157,250 CHDO 138,750 $6,000,000 in Pueblo County Mortgage Revenue Bond proceeds were set aside to be used for 4 City /County programs for low and moderate income households within Pueblo's low income neighborhoods.
