HomeMy WebLinkAbout7379RESOLUTION NO. 7379 A RESOLUTION ADOPTING SANITARY SEWER SYSTEM - GENERAL POLICIES RELATED TO SANITARY SEWER DEVELOPMENT AND EXTENSION WHEREAS, The City of Pueblo is responsible for the long -range planning of the sanitary sewer system; and WHEREAS, policies and guidelines are needed in order to develop a sanitary sewer system that will accommodate the future needs of the City; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The Sanitary Sewer System - General Policies attached hereto as Attachment " A " are hereby approved. SECTION 2 This Resolution shall become effective September 1, 1994. Sanitary Sewer System Development 1.01 General Statement In order to develop a Sanitary Sewer System that will accommodate current and future needs of the City, it is important to form general policies and guidelines. The following addresses the major issues related to the development of the City's Sanitary Sewer System. 1.02 Development Policy A. Developer is responsible for the cost and construction of the sanitary sewer system required to serve the approved subdivision. The sanitary sewer system shall include, but is not limited to: manholes, sewer mains, service lines, pumping stations, force mains, and all necessary appurtenances. B. The sanitary sewer system within the subdivision is required to be sized to the ultimate capacity of that portion of the sub -basin area which will discharge through the subdivision, and reasonable portion of sub -basin upstream of the subdivision, as determined by the City based upon present and future development of property within the sub -basin area. C. If a larger sanitary sewer system (including pumping systems) is required to serve a sub -basin area as described in 1.02 B. than is required to serve a particular subdivision, the developer will be responsible for installing the larger system. In such event the developer may be eligible for reimbursement for a portion of the larger system in accordance with 1.02 D. D. The City will reimburse the developer for oversizing the sanitary sewer system not required to serve the subdivision based on the following: 1. Reimbursement related to oversizing the collection system shall only be considered for sewer mains larger than twelve (12) inches. Reimbursement costs shall be the difference of the cost of pipe between twelve (12) inch and the actual size installed. 2. Reimbursement related to oversizing the pumping systems shall be the cost of oversizing, based upon information and data submitted by the Developer and approved by the City. 2. Main Extensions 2.01 General Statement The main extension policy addresses the responsibility of extending the sanitary sewer system and allows for equitable reimbursement for said extensions. 2.02 Main Extension Policy A. The developer shall be responsible for extending the sanitary sewer system to the subdivision in accordance with the approved Sanitary Sewer Master Plan. If a Sanitary Sewer Master Plan has not been approved for the area, such extension shall be in accordance with the preliminary Sanitary Sewer Master Plan developed by the City. B. The sanitary sewer system shall be extended to the exterior boundaries of the subdivision. C. If the developer has cause to extend the sanitary sewer main(s) from outside the proposed subdivision, the developer is eligible for recovery of some of the costs for said main extension in accordance with Chapter 5, Title XVI of the City of Pueblo's 1971 Code of Ordinances. 3. Outfalls /Relief Sewers 3.01 General Statement The purpose of the provisions contained herein are to provide sound engineering and long -range planning in the extension of the City's sanitary sewer system and promote the orderly development of the City's sanitary sewer system. 3.02 - Outfall /Relief Sewer Policy A. If a proposed subdivision cannot be served by the sanitary sewer system existing within the area, a new outfall or relief sewer shall be constructed in accordance with the approved Sanitary Sewer Master Plan. If a Sanitary Sewer Master Plan has not been approved for the area, such outfall or relief sewer shall be constructed in accordance with the preliminary Sanitary Sewer Master Plan developed by the City. B. If less than one -sixth of the perimeter of the proposed subdivision is contiguous with the perimeter of adjacent approved subdivision(s), the required outfall or relief sewer shall be constructed by the Developer at its cost. -2- C. If one -sixth or more of the perimeter of the proposed subdivision is contiguous with the perimeter of adjacent approved subdivision(s), it is the intention of the City to install, or have installed, necessary and required outfalls or relief sewers. -3- C\CONNFEE&
