HomeMy WebLinkAbout7344RESOLUTION NO. 7344 A RESOLUTION APPROVING DESIGN STUDIOS WEST, INC., AS THE PREFERRED PROJECT TEAM TO ENTER INTO NEGOTIATIONS FOR THE HISTORIC ARKANSAS RIVER PROJECT (HARP) FINAL DESIGN AND ENGINEERING. WHEREAS, proposals for Qualification -Based Procurement for the Historic Arkansas River Project (HARP) Final Design and Engineering have been received and evaluated by the Executive Committee of HARP and the Planning Department; and WHEREAS, the team of Design Studios West, Inc., was recommended to be the most qualified team; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1• The Pueblo City Council approves and designates Design Studios West, Inc., team as the preferred project team to enter into negotiations for the following tasks: (1) Hotel /Convention Linkage Study (2) HARP Environmental Assessment (3) HARP Phase One Construction Document; subject to the City Council's approval of a contract for each task based upon successful negotiation of fair and reasonable compensation based upon a detailed work scope. SECTION 2• The City Manager be, and he is hereby authorized to enter into said negotiations. INTRODUCED: April 11, 1994 ATTEST CITY CLERK BY: SAMUEL CORSENTINO COUNCILPERSON APPR VED: b l'PRfSIDENT'OF THE CITY COUNCIL REQUESTS FOR QUALIFICATIONS -BASED PROCUREMENT TO WHOM IT MAY CONCERN: The City of Pueblo will receive requests for qualifications -based procurement up to the hour of 5:00 P.M. on the 25th day of February at the office of the Department of Planning and Development, 211 East "D" Street, Pueblo, Colorado for the following: PROJECT NAME: HISTORIC ARKANSAS RIVER PROJECT (HARP) FINAL DESIGN AND ENGINEERING The City of Pueblo, Colorado, will use competitive proposal procedures for qualifications -based procurement of professional design and engineering services for the preparation of the Final Project Design and Engineering for the redevelopment of the Historic Arkansas River Channel in Downtown Pueblo, Colorado. The HARP Project is a multi- faceted, multi- phased mixed -use project which envisions the redevelopment of the Historic Arkansas River Channel through a portion of Downtown Pueblo, Colorado. The Project area includes the Lake Elizabeth cooling ponds northwest of Victoria Avenue, the City of Pueblo municipal parking lots (within the Union Avenue Historic District), and Lou Rhoades Parkway to.Santa Fe Avenue. The project area is approximately 0.5 miles in length and will include residential, commercial and recreational uses. The City of Pueblo's Planning Department, the Historic Arkansas River Project Committee and a project consultant have prepared a Conceptual Master Plan, and preliminary engineering, hydrology, and urban design aspects of the project. This phase of the Project includes the preparation of an Environmental Assessment for the entire project, the preparation of a plan and design for the possible extension of the HARP project to the Hotel and Civic Center site, and the preparation of construction drawings for the Project. Construction documents shall include; bridge design, engineering, water control features, plaza and landscape improvements. Disciplines required for the project team include; Architecture, Landscape Architecture, Civil Engineering, Hydrology, Structural Engineering, Traffic Engineering, and Geotechnical Investigation. The HARP project may be financed in part by funds from a variety of Federal and State sources. The successful respondent shall comply with all applicable State and Federal standards, orders, and regulations. All proposals will be evaluated based upon the following factors which are listed in order of importance: A. Project Team Experience: Qualifications and experience of the individuals comprising the project team who will actually be included in the preparation of the Final Design and Construction Drawings. Clearly note project team experience related to similar river- oriented redevelopment projects. B. Quality of Work: Quality of Design and Engineering as depicted through examples submitted for related redevelopment projects. C. References: Persons or institutions who can attest to the character and business ability of the company. All respondents are asked to submit six Statements of Qualification the office of the Planning Department before the time specified, and shall be clearly marked: PROJECT NAME: HISTORIC ARKANSAS RIVER PROJECT (HARP) FINAL DESIGN AND ENGINEERING The Planning Department, along with other City of Pueblo Departments and members of the Historic Arkansas River Project Committee will be responsible for conducting the technical evaluation of the proposals received and for selecting the preferred project team based upon the most qualified team. Final selection shall be based on successful negotiation of fair and reasonable compensation based on a detailed work scope. All rights are reserved by the City of Pueblo to reject any and all proposals for any or a items covered in this advertisement for competitive proposals; to waive informalities or defects in proposals; or to accept s proposals as it shall deem to be in the best interest of the City to do so.
