HomeMy WebLinkAbout7277RESOLUTION NO. 7277 A RESOLUTION APPROVING IN CONCEPT THE MEMORANDUM RELATING TO THE PUEBLO BASEBALL TRANSITION TEAM AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO SIGN SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SE CTION 1. The Memorandum dated December 10, 1993 relating to The Pueblo Baseball Transition Team, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved in concept. The President of the City Council is authorized to sign the Memorandum in the name of the City of Pueblo. SECTION 2. No expenditure of City funds in furtherance of the implementation of the Memorandum other than funds specifically budgeted therefor shall be made except by Resolution approved by the City Council. SECTION 3. This Resolution shall become effective upon final passage. The conceptual plan is outlined as follows: Objective: • Strengthen and improve the service delivery of community wide baseball programs among all willing entities. Underlying Philosophy: • Improvement will be sustained for the long term future, with greater benefits for all, by pooling resources through a unified community approach to baseball. Pueblo Baseball Transition Team Memo December 10, 1993 Page 2 of 3 Conceptual Organization: • Create the "Greater Pueblo Sports Commission" potentially made up as follows: City and County Parks and Recreation Directors 2 Athletic Directors - School Districts 60 and 70 2 USC Athletic Director 1 Lay person appointed by the City 1 or more Lay person appointed by the County 1 or more Total 7 or more Founding Principles: • Work to find win -win solutions for: 1. The kids involved; 2. The community of Pueblo, and; 3. Government entities and the programs involved. • Create a charter to enable autonomous management authority • Commission will hire professional manager and staff • Develop a dual track system to serve both the basic recreational and highly competitive baseball interests that exist in Pueblo • Ensure gender equity, cultural diversity, equal opportunity and fairness within the system • Each entity to support combined effort for planning, maintenance and other activities by contributing resources now budgeted • The commission would operate as a tax exempt organization and an enterprise under TABOR if feasible and legal • Additional revenue needed to operate effectively would be raised privately through fund- raisers, clinics, regional tournaments, endowments, etc. • The commission will compete for grants (GoCo, juvenile diversion, etc.) with the competitive strength of a unified community approach • A two year trial period will serve to minimize reactive management approaches • A vision exists to develop viable program alternatives to counter idle youth violence Benefits: • Maximize and leverage available public funds and other resources; achieve the competitive advantage that a unified community approach will bring to grant writing • Reduce the duplication of effort, services, equipment, personnel, facilities (all equating to costs) among the five government entities and other private programs • Improve facility coordination, utilization and scheduling for both practices and games Pueblo Baseball Transition Team December 10, 1993 Page 3 of 3 Benefits (cont..): • Satisfy citizen needs for basic recreational baseball as well as competitive baseball • Manage the "perception" of elitism and favoritism while significantly reducing citizen dissatisfaction associated with the fragmented and divisive programming that now exists • Capitalize on the rare opportunity that now exists to create a unified community approach to baseball and realize greater benefits for all of our community through improved service Need for Transition Team: A shortage of time exists between what is necessary to successfully prepare for the 1994 baseball season and the planning required to achieve a unified community approach. Therefore a transition team is imperative with the following operating purpose: • To plan actions required for a successful 1994 season along the philosophy and principles noted above • To serve as advisors on the development of the envisioned commission The transition team is organized as noted in the heading of this memorandum. Reporting: Regular status reports will be provided to you to in order to keep you fully informed as progress continues toward the development of the commission and the start up of the 1994 baseball season. The charter granting authority to the proposed commission will require formal approval among all entities involved. Authorization to Proceed with Transition Team Work: In order to proceed with a unified community approach, it is imperative to have unified authorization. Your authorization is recommended and requested which will enable the transition team to proceed in the manner above described.
