HomeMy WebLinkAbout7266RESOLUTION NO. 7266 A RESOLUTION INCREASING THE ADOPTION FEE FOR CATS WHEREAS, Section 11- 4 -16(c) of the 1971 Code of Ordi- nances establishes a cat adoption fee of $2.00 and authorizes the City Council by Resolution to change or modify such fees, and WHEREAS, the Pueblo Animal Advisory Board has recom- mended that the cat adoption fee be raised to $10.00. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The adoption fee for cats established by Section 11 -4 -16 (c) of the 1971 Code of Ordinances be increased from $2.00 to $10.00 for each cat sold by or purchased from the animal shelter on or after January 1, 1994. If it meets with your approval please prepare and attach a background paper (the 10/21/93 minutes of the Pueblo Animal Advisory Board meeting should suffice) and submit it for the November 22, 1993 City Council agenda. If you have any questions please call me. TJE 70.39/jp Enclosure PUEBLO ANIMAL ADVISORY BOARD MEETING October 21, 1993 Members present: Carol Kuhns, Vice Chairperson; Members: Joan Anselm, J. Ralph Carter, Ann Weisbrod, Darryl Jacobs, Officer Ken Mathieu, and guest Officer Tracy Stewart The meeting was called to order by Carol Kuhns at 10:12 A.M. Dr. Jacobs read a news article from Southern Colorado Kennel Club on overpopulation of animals. The minutes of the last meeting were approved as read. Officer Mathieu gave the monthly shelter report for September. Officer Mathieu and Stewart both stated that cats are being held longer, at the shelter if they come in from the county. The question was asked about overcrowding. At this point it is not a problem, but might become a problem in the spring. Officer Mathieu stated that they might go to a tag system for cats. More discussion was being done at the shelter and a report would be given in the future. The subject of adoption fees at the shelter were discussed. Many of the members feel that the $2.00 charge is too low for many reasons. It was stated that we must present a resolution to City Council to have this fee raised. A motion was made by Dr. Darryl Jacobs to raise the cat adoption fee to $10.00, motion was seconded by J. Ralph Carter, additional discussion was held and a vote taken. The motion was passed. A letter of intent should be sent by the Animal Shelter as the Advisory Board's recommendation that this fee be raised. The following reasons should be stated in the letter: 1. Year -to -date costs from the monthly reports done by the shelter. Show them that the dog fees are now paying for the program and how much money the cats are costing. The report should show how the $10.00 fee would then have the cat program pay for itself. 2. Point out that the $10.00 fee puts additional value and therefore more responsibility on the person adopting the animal. Hopefully they will not feel that a cat is a "throw- away" commodity. The officers present felt that past dog sales supports this fact. 3. State that this raise in price is supported by the Animal Shelter. This letter should be sent by the Animal Shelter before a change in the ordinances be proposed. Educational programs for area schools were also discussed. The Humane Society has asked for volunteers to work on this program. The shelter has ordered educational packets but they are not in yet. Jerry Litvak has a sample of these packets. This subject was tabled until the packets are received and volunteers are lined up. Dr. Jacobs stated that an educational program at the Pueblo Mall could be done around Easter time. He has contacted them and is willing to work with groups in the Pueblo area. There was no further business and the meeting was adjourned at 10:55 A.M.
