A RESOLUTION TO AMEND THE PUEBLO ENTERPRISE ZONE BOUNDARY
APPROVING AN APPLICATION BY THE INCLUSION OF LAND
COMMONLY KNOWN AS BLOCK 4, ORMANDALE SUBDIVISION
(2100 BLOCK SOUTH PRAIRIE AVENUE)
WHEREAS, the City has approved the Pueblo Enterprise Zone Development
Plan and Enterprise Zone Map; and
WHEREAS, application has been made to amend the Enterprise Zone Map by
the inclusion of property located within the City's jurisdiction; and
WHEREAS, the City Council after public hearing must recommend either
the approval or denial of any application for the inclusion of property into
the Enterprise Zone-to the Department of Local Affairs; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
The City Council does hereby recommend that the inclusion of land into
the Enterprise zone commonly known as Block 4, Ormandale Subdivision
(2100 Block S. Prairie Avenue) be approved.

Dear Council Members:
Please consider this letter as Pueblo Enterprise Zone Administrator's review
comments concerning the Krelman Company's application for inclusion into the
Pueblo Urban Enterprise Zone. Please understand that this inclusion
process, as approved by City Council and the Pueblo County Commissioners
in 1986, designates the governing body where the property is located as the
local entity that recommends approval to the Colorado Department of Local
Affairs for the final decision.
With this in mind, we respectfully submit our input to you as part of your
consideration:
1. The applicant has met all the criteria as outlined in the Pueblo
Enterprise Zone Amendment Inclusion Section (copy attached) .
2. Comments have been solicited from special taxing districts and /or
operating departments of general government in which the
property is located.
3. Since the property is north of Graneros Industrial Park, Prairie
Avenue can easily be included into the zone meeting the
contiguous requirement. The inclusion would provide tax credits
to the seven (7) commercial lots in this block and thereby become
more marketable for future relocation of businesses.
4. This inclusion is consistent with the Pueblo Comprehensive
Development Plan, Pueblo's Economic Development Strategies, and
the Enterprise Zone Purposes.
For these reasons and because approval of this application will not harm the
basic integrity of the targeted Enterprise Zone concept and will e-, a - - -
local Pueblo business with significant State tax benefits, approv 1 is
recommended.

Please consider the er_clesed application as a request for inclusion into the
Enterprise Zone.
This tract of land contains 12 parcels. Seven of the parcels are zoned
Industrial, Commercial or Business. A new business, the Krelman Company,
is to soon move into one of the buildings located on this property at 2124 D
South Prairie. The business is a manufacturer of embroidered emblems,
their largest account being the Boy Scouts of America. The business is
owned by Mr. Kelly Williams. They will hire 12 to 18 employees. Mr. Carl
Partleo is the owner of this property. The Krelman Company is going to
lease the property. I am requesting the inclusion on behalf of the owner.
There is a potential for further PEDCo negotiations dealing with this
property which I believe would be far more marketable if this prcperty was
in the Enterprise Zone.
The application for inclusion includes the following information:
Beginning at the intersection of the east right -of -way of Prairie
Avenue and the south right -of -way of Pueblo Boulevard (Colorado State
Highway No. 45) ; thence northerly along the east right -of -way of
Prairie Avenue to the southwest corner of Lot 4, Ormandale, recorded
February 25, 1927 as Reception No. 400133 in Book 11 on Page 57
Pueblo County Records, thence easterly along the south line of said Lot
4 a distance of 627 feet, more or less, to the southeast corner of said
Lot 4; thence northerly along the east line of said Lot 4 a distance of
660 feet, more or less, to the northeast corner of said Lot 4; thence
westerly along the north line of said Lot 4 a distance of 627 feet,
more or less, to the northwest corner of said Lot 4; thence continuing
westerly 66 feet, more or less, to the west right -of -way of Prairie
Avenue; thence southerly along said west right -of -way to the point of
intersection with the south right -of -way of Pueblo Boulevard ( Colorado
State Highway No. 45) ; thence southeasterly along said south
right -of -way to the point of beginning.
2. Map accurately showing all dimensions of the boundary of tW property,
and the location of all public right -of -way, easement, and utilities
located within or abutting the property:

4. Population estimate of the 1930 and current resident population of the
property, and the source of the estimates.
Pueblo County Assessor's office shows only 5 out of 12 parcels in this
particular block as being zoned as residential. However, it is only a
small portion of a Census block. The census block shows there are 303
people living in 1 75 housing units.
5. Description of proposed Vse of the property:
Commercial.
6. Plot Plan showing the proposed development of the property, including
proposed roadways:
Property will remain as it is. No proposed development is planned.
7. Sewer service plan for the property, identifying the proposed quantity
and quality o-f discharge, and method of treatment:
City sewer will be utilized.
8. Water service plan for the property for potable and processed water,
identifying the proposed quantity of demand, source, and method of
treatment:
The Pueblo Hoard of Water Works will be utilized.
9. Fire protection plan for the property, identifying the method of
providing fire protection:
The existing property is located within the city limits of the Pueblo
Fire Department and the buildings meet all applicable building
regulations.
This should include all the necessary information needed and we
appreciate your full consideration for including our area in the
enterprise zone.
