HomeMy WebLinkAbout7026RESOLUTION NO. 7026 A RESOLUTION AUTHORIZING THE PUEBLO TRANSPORTATION COMPANY TO INCREASE CITI -LIFT PASSENGER FARES WHEREAS, the Pueblo Transportation Company, a wholly -owned Municipal Corporation of the City of Pueblo, currently operates "Citi- Lift ", a specialized transportation service at a deficit; and WHEREAS, the Americans with Disabilities Act of 1990 recognizes the expenses associated with this specialized transit; and Whereas, the Americans with Disabilities Act of 1990 permits the establishment of a fare for a trip charged to an ADA Paratransit eligible user not to exceed twice the fare that would be charged to an individual paying full fare; NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1. The following fares shall become effective January 01, 1993: Citi -Lift One Way Fare $ 1.00 Citi -Lift Monthly Pass $18.00 SECTION 2. This Resolution shall become effective upon approval and passage. In Attendance: Katherine Gordon Marion Falk Anna Fujaros Opal Hankins Claude Brown Chris Spangler Valentina Armijo Joyce Lawrence Sam Corsentino Don Saling Victor Velarde Norma Walker Laurene Dunlap Kay Howard John Vecchio Chuck Doyle James Spangler Angela Madrid Isabel Kosmeroski Elaine Haggich Rick Valdez INTRODUCTION Mr. Saling explained that Citi -Lift started in June 1990 to enable people to get out in the community that have no other means of transportation. Section 504 stated that you could charge the same rate as what the fixed route system was. When the ADA act went into affect, it stated that you could increase the fare twice the amount of the fixed route system. In the first six months, Citi -Lift supplied 10,352 trips, received $2,701.95 in revenue and the cost to run the service was $68,392.20. For every dollar spent we receive .0395 cents in return. If the fare is increased to $1.00, we would receive .15 cents for every dollar spent. The cost to run the fixed route service is $611,000, received $123,000 in revenue which equates to .20 cents for every dollar spent. Newsletters were sent to all 892 clients certified on Citi -Lift to attend the Public Hearings. After the Hearings a recommendation is being made to City Council to increase the fare to $1.00 per trip. We have budgeted for 2 additional vans (smaller than current ones) in the 1993 budget. There will be an additional phone line added and a dispatcher on Sunday to schedule Monday's appointments. We will be issuing Photo ID Cards to Clients in 1993. DISCUSSION Anna Fujaros - Thinks the increase is steep, would like to see fare at .50 cents per trip. Opal Hankins - Praises Citi -Lift, can't drive across town for one dollar. Thinks raise is due, but will be difficult to budget on fixed income. May ride less but will still ride. Sometimes has trouble getting through on line. Katherine Gordon - Is on Social Security Income. Thinks $1.00 a trip is reasonable. Would like to see more ride consolidation. Rides approximately 5 times a month. Public Hearing - October 28, 1992 Citi -Lift Fare Increase Don Salina - Stated that some of the problems with ride consolidation are that many passengers do not want to ride with other people, or stay on the van while they pick up other passengers. Can not prioritize trips. Norma Walker - Rides 4 time a week. Feels that Citi -Lift is life giving. She is able to go places that she would not normally be able to go, besides therapy and grocery shopping. May have to budget more and ride less, but thinks it's worth it. Clients need to make sure they are ready and waiting for van to come, tell driver where they want to be picked up. Don Saling - We are recommending that the Citi -Lift Bus Pass be increased to $18.00 per month. This will help passengers who ride often to save a little. Currently charging $9.00 for a Citi -Lift Bus Pass. Vic Velarde - There is also a problem with cancellations and "no shows ". We have anywhere from 75 to 100 cancellations a month. Some clients have 5 to 10 "no shows ". Letters are being sent to clients who repeatedly are "no shows ", giving them the opportunity to explain why they did not show up. If they do not have a good excuse, they are removed from the Citi -Lift Certification List for a month. Continued abuse could result in removal permanently. Isabel Kosmerosky - Praises bus drivers, think they are wonderful. Bus passes are great to have. Joyce Lawrence - Wanted to know if we could block off times for Doctors appointments for those who need them. Don stated that we can not prioritize trips. Laurene Dunlap - Thinks that the pass is good. Enjoys riding, this is her only means of transportation. Need to make sure when canceling that the machine gets your message. John Vecchio - Has had a few bad experiences; driver said he was there to pick him up, Mr. Vecchio was waiting and never saw the driver. Called office, boss said he was wrong, driver was there. Mr. Vecchio had 3 witnesses that said driver wasn't there. Driver finally admitted that he was at the wrong location. Drivers need to learn city streets and locations, get lost to often and makes passengers late. If person is not out waiting for van, then van should leave and go to next destination. Could improve pick ups by asking if person is visually or hearing impaired, etc. Need better service. Chris Spangler - Most drivers are courteous. Service is convenient and is for the increase. DISCUSSION Rita Nelson - Has been a client for 4 months. Rode City Buses, but some drivers don't change signs, has trouble seeing. Sometimes can't get appointment that she wants, but likes service. Has a mother that she has to take to Doctor. Thinks Pass would be nice. PUBLIC HEARING - OCTOBER 28TH 7:00 P.M. Likes service and will not object to $1.00 charge. Can not afford $1.00 fare, why are prices being raised? 0794 Sara Thomas Price increase ok with her. People could be issued different color cards according to income and pay accordingly. 0044 Della Montez Can't get through on the line, busy all the time. Why is there only 1 person on the bus at a time? They don't schedule properly, thinks service could be improved. Doesn't mind dollar if service is improved. Citi -Lift Fare Increase Comments 0328 /0329Nick /Tina Esquivel Probably a hardship, but they understand need for increase. Might help cut the abuse of system. 0890 Anita Tafoya Does not mind paying $1.00. Drivers are very kind and come to your house. 0251 Ruth Berkhouse Thinks increase is good. Will cut down on the people who abuse system by going to the store every day, when other people need it for the Doctor. October 19, 1992 CITI -LIFT UPDATE PUBLIC HEARING - FARE INCREASE The City of Pueblo's Department of Transportation and the Pueblo Transportation Company will conduct Public Hearings on Wednesday, October 28th, at 2 p.m. and 7 p.m. in the Council of Governments Conference Room, 3rd Floor, of City Hall. These public hearings are to receive public comment on the Department's recommendation to increase the fare for Citi -Lift to $1.00 per trip, effective January. 01, 1993. The Department has recommended the fare increase because of the extremely high cost of providing th service and the small amount of rever for every dollar of expense for Citi-Lift that the City incurs, we receive 3 cents in revenue) and because of the additional costs for improved services to compI with the Americans with Disabilities Act ADA) which will require a scheduler be available on Sunday's to schedule Monday's trips. CITI -LIFT USERS As of today, 892 individuals are certified to use Citi -Lift. SCHED ULING TIP S.R.D.A. has informed us that their peak hour requests for trips on Citi -Lift is from 7:45 a.m. to 9:30 a.m. and from 2:30 p.m. to 5:00 p.m. (Monday - Friday). If you have flexibility in your t scheduling (i.e. Mall, Grocery Store, etc. try to schedule between those hours or on Saturday.
