A RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION
TO THE ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) FOR
PLANNING ASSISTANCE UNDER THE AUTHORITY OF SECTION 302(a)
OF THE PUBLIC WORKS AND ECONOMIC DEVELOPMENT ACT OF 1965,
AS AMENDED AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL
TO EXECUTE THE SAME
WHEREAS, the City of Pueblo has requested assistance from the EDA to
support the City's ongoing economic development planning process for Downtown;
and
WHEREAS, the Denver Regional Office has invited the City to submit an
application to the EDA for $75,000 in planning assistance under the authority
of Section 302(a) of the Public Works and Economic Development Act of 1965, as
amended; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO that:
SECTION 1.
An application to the Economic Development Administration for planning
assistance under the authority of Section 302(a) of the Public Works and
Economic Development Act of 1965, as amended, by the City in substantially the
same form and content as that on file in the office of the City Clerk is hereby
approved. The President of City Council is hereby authorized to execute the
application on behalf of the City.
Applicant match, including local share and in —kind contribution, is
firmly committed and readily available within the budget of the Department of
Planning and Development and Account No. 04- 1992 - 400 -0 -40 -6602.

302(a) PLANNING PROGRAM
CITY OF PUEBLO, COLORADO, GRANT PROPOSAL
The City of Pueblo is requesting financial assistance from the United States'
Department of Commerce, Economic Development Administration, through the 302(a)
Planning Program. The purpose of this assistance is to support the City's ongoing
economic development planning process which is based upon the November, 1985,
Economic Dislocation Adjustment Strategy Final Report (EDAS) prepared for the City
of Pueblo, Colorado, and the U. S. Department of Commerce, Economic Development
Administration. This plan was initiated in May, 1984, following a series of plant
closures and severe economic dislocation.,
The purpose and objective of the EDAS is to "articulate a strategic mission
statement for Pueblo and set the priorities for opportunities and projects that
will increase Pueblo's capacity to grow and to sustain growth," and "to guide,
direct, and advise Pueblo toward an economic development course that will build
comparative advantages for the City."
Four critical areas addressed within the adjustment strategy are:
1. Downtown Development;
2. Expansion and Retention of Existing Firms;
3. Training Options; and
4. Airport Industrial Park Infrastructure Needs.
Through the strategies developed within this plan, the community has successfully
addressed three of these areas: No. 2 -- Expansion and Retention of Existing Firms;
No. 3 -- Training Options; and No. 4 -- Airport Industrial Park Infrastructure Needs.
The success of this strategy can be measured by the 14 major new businesses which
have either located or expanded at the Pueblo Airport Industrial Park or within
the community since November, 1984.
Although the Pueblo community has attained significant economic development
strides, the City's population decreased by 3.0 percent between 1980 and 1990, and
the City's 24th month and a five —year unemployment rate exceeds both the Colorado
and U. S. averages. To further lower our unemployment rate and diversify our
economy, the City is focusing its attention toward Downtown development.

The City's recent Downtown economic development efforts have involved the
examination of a number of projects, some addressed at the time of the writing of
the Economic Dislocation Strategy and others which had not yet been envisioned.
These include both publicly and privately financed projects including: (1) the
Proposed Hotel and Convention Center; (2) the redevelopment of the Union Avenue
Historic District and Union Depot; (3) E1 Pueblo Museum, Plaza, and Archaeological
Investigation; (4) the E1 Mercado and Pueblo — Puebla Plaza; (5) Sangre de Cristo
Arts and Conference Center; (6) the Historic Arkansas River Park Redevelopment
Project; and (7) Downtown Tourist Information Center.
In light of the City's renewed focus on Downtown development and the age of the
existing plan, we are requesting that the Economic Development Administration join
with the City in financing the formulation of an updated strategic economic and
physical development plan for Downtown. We are proposing that the basis of this
plan be the EDAS and that its outline include three elements:
1. Market and Economic Opportunities;
2. Physical Development Opportunities; and
3. Implementation Strategies.
Because of the changing realities of Downtown Pueblo, the Plan Update with its
narrower scope will address each of these elements in more detail than the
original plan.
The EDAS divided the Downtown into eight planning subunits (Refer to
Map No. 1-- "Downtown Development Districts "). In response to a finding of the
EDAS that the Central Business District (CBD) is too large and unfocused, the plan
will generally address the entire CBD but will concentrate on (1) the Regional
Business Center District; (2) Civic /Convention Center District; and (3) the
Union Avenue Enterprise District. This is the area within which the proposed
Downtown projects, currently under consideration, are located.
The City realizes that development within this area must be balanced between
business recruitment /retention and tourist /visitor development. Because the EDAS
for these districts targeted tourism /visitor development, we would target the plan
to address the visitor /tourist industry.
The planning grant will be administered by the Pueblo City Manager through the
Department of Planning and Development. The formulation of the plan will be a
joint effort of the staff of the City of Pueblo's Department of Planning and
Development, seven public organizations which will provide citizen input, and
three consultants (attached as Exhibit 1-- "Proposed Planning Process" Flow Chart).
The plan will consist of three unique, interrelated elements - -the Economic
Development Program, the Physical Development Plan, and the Implementation
Strategy. The first element, the Economic Development Program or Strategy, will
include a review of the findings of the EDAS and, through a systematic approach,
update the analysis of the local economy; define development goals; determine
project opportunities; and formulate and implement a development program. As a
subset of this element, we would like the plan to address unemployment reduction
and increased income through a five —step process:

1. Through an environmental scan, analyze the existing and potential
visitor /tourism markets within the region and identify how much
of this market and which market segments the community is
positioned to attract;
2. Perform a resource audit to inventory and identify both the
existing and proposed tourist /visitor facilities planned for the
Downtown;
3. Identify project opportunities through a gap analysis resulting
from the comparison of the findings of the environmental scan and
the resource audit;
4. Identify and aggregate primary and secondary employment
opportunities and income levels for the entire development
program and for each proposed project; and
5. Compare these employment opportunities and income levels with the
community's unemployment characteristics to identify the best use
of the community's limited resources to provide incentives which
will entice private investments, reduce unemployment, and
increase incentives.
The second step will be the Physical Development Plan or the Design Development
Plan. The plan will be a detailed physical development plan based upon the
projects identified within the Economic Development Program. One of the major
issues identified within the EDAS is that development within "Downtown Pueblo has
been largely site — specific, rather than area serving. Much thought and planning
has gone into site planning, with little thought given to links with surrounding
activities." To ensure that this plan does not perpetuate this problem, the City
is proposing that the design element not concentrate on site — specific design
issues, but rather concentrate on design linkages. To accomplish this, the plan
will be developed around two corridor plans (See attached Map No. 2-- "Proposed
Development Corridors ").
The 1st Street /Union Avenue Corridor Plan will include those projects from I -25
along 1st Street and Union Avenue. This is a motorized — oriented corridor which
will link all the activities. The other will be the Historic Arkansas River Park
Corridor, a non — motorized corridor. The preparation of these design plans will be
a joint effort of the design consultants, the City Planning Department, area
merchants, and redevelopment organizations.
The final element of the plan will be the Implementation Strategy. The element
will outline a course of action required to implement the overall Downtown
economic development strategy. It will identify time tables, resources, and
responsibilities for carrying out strategic actions. The preparation of these
elements will be a joint effort of the City Planning staff, an economic
development consultant, and various citizen organizations identified on the
attached flow chart.
