HomeMy WebLinkAbout6835RESOLUTION NO. 6835 A RESOLUTION REQUESTING THAT THE COLORADO STATE DEPARTMENT OF TRANSPORTATION CHANGE THE DESIGNATION OF HIGHWAY 47 FROM THE CURRENT LEVEL 2 TO A LEVEL 3 HIGHWAY WHEREAS, the City of Pueblo has experienced considerable development east of Interstate 25 and North of Highway 47, including the recent construction by the City of Pueblo of WalkingStick Golf Course; and WHEREAS, this area is expected to continue to develop due to a proposed new subdivision in the immediate area of WalkingStick Golf Course and the University of Southern Colorado; and WHEREAS, Highway 47 currently is a Level 2 highway and does not contain an access point between Jerry Murphy Road and Troy Avenue; and WHEREAS, access to Highway 47 between Jerry Murphy Road and Troy Avenue will improve traffic flow, allow direct access to WalkingStick Golf Course, and foster future development of the real property in the northeast portion of the City; and WHEREAS, the State Department of Transportation for the State of Colorado is responsible for working with the City of Pueblo to provide appropriate access to Highway 47; and WHEREAS, Highway 47 connects with Highway 50 on the west side of Interstate 25 and said Highway 50 contains numerous at grade access points for a distance of nearly two miles to the west; and WHEREAS, the University of Southern Colorado will experience heavy traffic flow through its beautiful campus unless an at grade access point is added to Highway 47 in the area east of Jerry Murphy Road and west of the Bonforte Boulevard overpass; and WHEREAS, at grade access at such a location will facilitate new housing starts in the City thereby immediately jump- starting the local economy and increasing the revenue stream for the University through sale of property it presently owns; and WHEREAS, the Colorado State Department of Transportation has already determined that an at grade access could be so located and comply with all necessary safety standards; and WHEREAS, the University of Southern Colorado fully supports this resolution; and WHEREAS, the Development Corporation has requested passage of this resolution by Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: CFrTTnm 1• The City Council of the City of Pueblo requests that the Colorado State Department of Transportation redesignate Highway 47 from Bonforte overpass to Jerry Murphy overpass from the current Level 2 to a Level 3 highway and approve an at grade access point to Highway 47 in the City of Pueblo to the east of Jerry Murphy Road and west of the Bonforte Boulevard overpass. Box 1427 Pueblo, CO 81002 Dear Council Nembers: I understand you will consider a resolution regarding State Highway 47 at your October 14, 1991 meeting. The resolution, if approved, would not constitute a formal application to ask the Colorado Transportation Commission: to conduct rule making hearings on the subject of changing the Access Categorization of a portion of State Highway 47 from Category 2 to Category 3. Such application would have to be filed on departmental forms. In order to minimize possible confusion on this matter, I feel it appropriate to state that regardless of Access Category, it is incumbent on the applicant for an access permit to a state highway to construct and pay for the access and to meet the standards and specifications of the Colorado Department of Transportation. Under a Category 3, this could include a traffic signal as well as speed change lanes and turn lanes. Should a Category 3 be approved for part of State Highway 47, the applicant for Walking Stick access will have to install the traffic signal if a signal is warranted or escrow funds for the signal if warrants are not immediately satisfied.
