A RESOLUTION APPROVING THE FINAL WRITTEN PROPOSAL OF THE CITY OF
PUEBLO TO THE PUEBLO ASSOCIATION OF GOVERNMENT EMPLOYEES FOR A
SUCCESSOR AGREEMENT TO THE COLLECTIVE BARGAINING AGREEMENT WHICH
EXPIRES DECEMBER 31, 1991
WHEREAS, the City of Pueblo and the Pueblo Association of
Government Employees have failed to reach agreement on a
successor to the present contract which will expire December 31,
1991 within the time limits set by the City Charter; and
WHEREAS, the Charter of the City of Pueblo requires arbitration
in such event and further requires that the corporate authorities
submit a final written proposal prior to such arbitration; and
WHEREAS, the City's 1991 annual average cost for salary
and the following benefits provided to typical classes of
employees in this bargaining unit with the City wide average
of thirteen years of service is:

WHEREAS, in addition to the above salary and benefits, each
employee in the bargaining unit with 10 to 15 years of service is
entitled to: paid leave each year consisting of 18 days vacation,
10 days of paid holidays, 2 days paid personal leave, 18 days paid
sick leave with an accrual of 200 days; overtime compensation of
one and one -half times regular salary; call back compensation; one
year injury leave with full salary and benefits; and, if
applicable, b days paid funeral leave, paid union business leave,
military leave, and educational incentives; and
WHEREAS, the above salaries and other benefits paid to
members of the classified service are fair and reasonable; and
WHEREAS, the City Council finds that salary increases of the
magnitude proposed by the other classified employees union are not
justified and cannot be granted without either cutbacks in rather
essential services or tax increases or both; and
WHEREAS, the 1992, 1993 and 1994 budgets for the City of
Pueblo will require substantial expenditures in all areas of
essential public services, capital expenditures, and economic
development; and
WHEREAS, a three year contract will eliminate the time,
turmoil and expense which otherwise would be involved in the
negotiation and arbitration process each year; and
WHEREAS, the City Council finds and determines that the City
should recognize Martin Luther Sing Day as a City holiday, and
should remove Colorado Day as a City holiday, consistent with the
practice of rather public entities in the State of Colorado;
WHEREAS, the City Council finds that for all of the above
reasons, fiscal responsibility requires that the above provisions
be included in the other classified employees collective
bargaining agreement and that the City's final wade and benefit
proposal for calendar years 1992, 1993 and 1994 to the other
classified employees union be limited to a continuation of the
City's insurance contributions under the present formula, up to a
maximum of $281 per month, and a salary increase of $105 per month
payable as a $25 per month increase in January 1992, a $35 per
month increase in January 1993, and a $45 per month increase in
January 1994; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
Section 1. The final written proposal of the City of Puebla
to the Pueblo Association of Government Employees is approved as
follows:
All provisions of the current collective bargaining
agreement by and between the City of Pueblo and the Pueblo
Association of Government Employees will continue in effect during
calendar years 1992, 1993 and 1994, except for those provisions
which were changed by mutual agreement of the parties during 1991
negotiations, and except for the following amendments:
That Section 1 of Article 15 is amended to grant wage
increases of $25 per month in January 1992, $35 per month in
January 1993, and $45 per month in January 1994 and to read as
follows;
Section 1. WAGE INCREASES DURING CONTRACT. Effective
January 1, x,99 the monthly pay rate for each class, grade, step
or position of employees covered by this Agreement shall be
increased by Twenty7 ive dollars X25 QQ) �._r. month over the
amount set by Ordinance setting 1991 pay increases.
Effective January 1, 1993,_. the monthly pay rate for each
class, grade, step or position of employees covered by this
agreement shall be increased by Thir ty-five Dollars ('$35.00)_.
over the amount, set by Ordinance which set wages for 199
Effective January 1, 1-99..4. the monthly pay rate for each
class, grade, step or position of employees covered by this
agreement shall be increased by Forty-jive Dollars ($ 45.Q!2 _ )
over the amount set by Ordinance which set wages for 1993.
That Section 1 of Article 23, Holidays, is amended as follows
to remove Colorado Day and to add Martin Luther King Day:
Section 1. DESIGNATION. The following days are hereby
declared holidays for all employees:
A. The first day of January (New Years Day)
B. The thir M onday in Jan , Mar Luther, King Qav)
C. last Monday in May (Memorial Day)
Q. The fourth day of July ( Independence Day)
E. The first Monday of September (Labor Day )
F. The second Monday in October (Columbus Day)
G. The eleventh day of November (Veteran's Day)
H. The fourth Thursday in November (Thanksgiving Day)
I. The fourth Friday in November
J. The twenty-fifth day of December (Christmas Day)
K. Two personal days (to be used any time with Departmental
approval)
That Article 25: Health, Hospitalization and Dental.
Insurance is amended to read as follows:
Section 1. HEATH. ACCIDENT. HOSPITALIZATION AND MA

consistent wit applicab law. The City shall pay $98.14 plus
one ( 1/2) of the difference between $98.14 and the actual
premium for an individual policy per month. The City shall pay
the amount of $209.27 plus one -half ( 1/2) of the difference
between $209.27 and the actual cost of a premium toward the cost
of a family policy per month for employees, provided that the
maximum contribution by the City under this Art shall_ not

unable to obtain such a health insurance policy, it shall pay
directly to a health benefit plan provider selected by the

cost for the last health insurance policy provided by the City and
covering the employees.
Section 6 is deleted.

That Article 33 is amended to read as follows:
This Agreement shall be effective January 1, 199 and all of
its provisions shall remain fully effective through December 31,
1.994. unless amended by the parties as herein set forth. The
second year of this Agreement may be reopened for negotiations
during 1292 and the third year of this agreement may be reopened
for negotiations during 1993, by the Pueblo Association of
Government Employees upon written notice to the other party in
substantial conformity with the provisions of the Charter of the
City of Pueblo if, the audited sales and use tax revenues of the
City of Pueblo for the preceding year reflects an increase of
eight percent (8 %) or more. Such negotiations shall be limited to
the provisions of Article 15 Section 1, Wages a,nd Other, Paymen
and Article. 2S. Health, italization and Dental Insurance.
