HomeMy WebLinkAbout6774RESOLUTION NO. _7 4 A RESOLUTION APPROVING THE FINAL PROPOSAL OF THE CITY OF PUEBLO TO THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL NO. 3 FOR A SUCCESSOR AGREEMENT TO THE COLLECTIVE BARGAINING AGREEMENT WHICH EXPIRES DECEMBER 31, 1991 WHEREAS, the City of Pueblo and the International Association of Fare Fighters Local No. 3 have failed to reach agreement on a successor to the present contract which will expire December 3.1, 1991 within the time limits set by the City Charter; and WHEREAS, the Charter of the City of Pueblo requires arbitration in such event and further requires that the corporate authorities submit a final written proposal prior to such arbitration; and WHEREAS, the City's 1991 annual average cost for salary and the following benefits provided to fire fighters in the bargaining unit with the departmental average of thirteen years of service is: Fire Fire Fire Fire Assistant Fighter Engineer Lieutenant Captain Fire Chief Inspector (EMT) Medic Salary $27,480 $28,836 $30,852 $32,520 $40,488 Longevity pay $420 $420 $420 $420 $420 Uniform Maintenance Pay $180 $180 $180 $180 $180 Benefit Pool $600 $600 $600 $600 $600 Health Insurance (Family) $3,016 $13,016 $3,016 $3,016 $3,016 Pension Contributi 8 474 10 194. $11 $12.2 16 X33. TOTAL $40,170 $43,246 $46,145 $49,006 $61,437 WHEREAS, in addition to the above salaries and benefits, each fare fighter in the bargaining unit on a twenty-four hour shift schedule with the departmental average of thirteen years" service is entitled to: paid leave each year consisting of 8 twenty -four hour shifts vacation, 6 twenty-four hour shifts additional leave in lieu of holidays, 8 1/2 twenty-four hour shifts sick leave with an accrual of 84 twenty-tour hour shifts; overtime compensation of one and one -half times regular salary; call back compensation; one year injury leave with full salary and benefits; and, if applicable, paid funeral. Leave„ paid union business leave, military leave, and educational incentives; and WHEREAS, the City Council finds and determines that the above salaries and other benefits paid to members of the Fire Department are fair and reasonable; and WHEREAS, the City Council, finds that salary increases of the magnitude proposed by the fire fighters union are not justified and cannot be granted without either cutbacks in other essential services or tax increases, or both; WHEREAS, the 1992, 1993 and 1944 budgets for the City of Pueblo will require substantial expenditures in all areas of essential public services, capital expenditures, and economic development; and WHEREAS, a three year contract will eliminate the time, turmoil and expense which otherwise would be involved in the negotiation and arbitration process each year; and WHEREAS, the City Council finds and determines that the amount of fully paid union business leave granted to firefighters should be limited to the same amount of fully paid union business leave granted to the police and general service employees; WHEREAS, the City Council finds and determines that the City should recognize Martin Luther King Day as a City holiday, and should remove Colorado Day as a City holiday, consistent with the practice of other public entities in the State of Colorado; WHEREAS, the City Council finds that for all of the above reasons, fiscal responsibility requires that the above provisions be included in the f i ref fighters' collective bargaining agreement and that the City's final wage and benefit proposal for calendar years 1992, 1993 and 1994 to the fire fighters uni.on be limited to a continuation of the City's insurance contributions under the present formula, up to a maximum of $252 per month, and a salary increase of $105 per month payable as a $25 per month increase in January 1992, a $35 per month increase in January 1993, and a $45 per month increase in January 1994; NOW, THEREFORE, BE IT' RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that Section 1. The final written proposal of the City of Pueblo to the International. Association of Fire Fighters Local No. 3 is approved as follows: That all provisions of the current collective bargaining agreement by and between the City of Pueblo and the International. Association of Firefighters Local no. 3 shall remain in effect in their present form during 1992, 1993 and 1994, except for those provisions changed by mutual agreement of the parties during 1991 negotiations, and except for the following amendments: That Article 10 is amended to grant wade increases of $25 per month in January 1992, $35 per month in January 1993, and $45 per month in January 1994 and to read as follows: ARTICLE 10. HOLIDAYS. Section 1 . Group A. FAMILY MEDICAL COVERAGE, Commencing January 1, 1992 the City shall contribute for each fire fighter up to the full monthly premium of a single member for a health care plan such as Blue Cross /Blue Shield Custom Plus plan provided to the non - ba employees of the City or equivalent plan. The City shall, also contribute up to $125.00 per month toward the cost of family coverage under such plan, provided that the max contribution by the Ci,t shall not exceed $252.00 p month a n adda tion to the _50 . 00 Baer, month benefit �aac 1. est b.l iished _. here n . The Union and City w i l l meet and confer in the determination of hospital and medical benefits to be provided under such health care plan; provided however, if the Union and City are unable to mutually agree as to the benefits to be provided under such health care plan, the City reserves the right to determine and select such benefits as well as the insurance company or other provider of health care benefits for such plan; provided further that such benefits will be comparable to those described herein. However, if an employee lives outside the service area of such plan, the City reserves the right to pay to such individual the City's contribution under the plan. That Article 29 is amended by the addition of a new subsection 5 to read as follows: ARTICLE 29 UNION ACTIVITY Section S.
