HomeMy WebLinkAbout6699RESOLUTION NO. 6699 A RESOLUTION ADOPTING THE CITY OF PUEBLO VEHICLE USAGE POLICY AND PROCEDURES WHEREAS, it is the desire of the City Council that vehicles owned or leased by the City are for the express use of its employees in the conduct of day to day business operations of the City; and WHEREAS, this vehicle usage policy and procedures would allow uniform treatment for all City employees; and WHEREAS, this vehicle usage policy and related procedures would allow City employees to carry out City business in a professional atmosphere and reflect the City in a positive manner; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: UrTMN T The City Council hereby adopts the City of Pueblo Vehicle Usage Policy and Procedures, which attachment is made a part of this Resolution. WrTTnN 2 The City Manager is hereby authorized and directed to implement the attached Vehicle Usage Policy and Procedures which are to be used by City of Pueblo employees. INTRODUCED March 25 , 1991 BY: JOHN CALIFANO Councilperson ATTEST: APPROVED• Cit lerk Presi nt of the Council CITY OF PUEBLO VEHICLE USAGE POLICY AND PROCEDURES It is the policy of the City of Pueblo that vehicles owned or leased by the City are for the express use of its employees in the conduct of day to day business operations of the City. A uniform City wide policy concerning usage of City vehicles that are allowed to be driven at work or home at night will allow the employees to carry out their business in a professional atmosphere and reflect the City in a positive manner. GENERAL POLICY AND PROCEDURES A. City vehicles shall be used only for official City business. B. City vehicles shall be operated by City employees upon authorization by their immediate supervisor. City employees shall be defined as workers on the City payroll and /or workers paid by federal grant programs and serving as part of the City's work force and persons under direct contract with the City. C. City vehicles shall be operated by City employees possessing a current and valid Colorado vehicle license. D. City vehicles may be operated by non -City personnel in cases involving repairs or service when authorized by the Director of Fleet Maintenance or, when non -City personnel accompany a City employee, they may drive the vehicle only in emergency situations. E. City vehicles may be used to transport passengers who are City employees or individuals engaged in official business with City personnel with authorization of the City Manager or department head due to special circumstances. F. For out of the City travel, employees have the option with the approval of their supervisor, of checking with the Director of Fleet Maintenance on the availability of a City vehicle or using their personal vehicle and receiving mileage reimbursement at the rate of 25� per mile. G. Employees may, with the approval of the City Manager or Department. Head, elect to use their personal vehicle for all City business and upon filing the proper forms be reimbursed at the rate of 25¢ per mile. VEHICLE USAGE RULES AND PROCEDURES I. Specific City- vehicle Usaqe A. At no time shall a City vehicle be used by an employee for personal errands of any nature. B. City vehicles may be used by the City employees during lunch or break, while they are on duty away from their usual work location. Such usage must be approved by the foreman or supervisor on a particular job site. C. No City vehicle shall be taken home by any City employee who resides outside the City limits unless authorized by the City Manager -2- D. All City vehicles will be classified in one of the following categories: 1. Management Vehicle - vehicles assigned to department heads and supervisory personnel 2. Emergency Specialized Vehicles - vehicles with special features or equipment which are vital to the performance of the employee's job. 3. Specialized repair trucks. 4. Marked and unmarked vehicles used by Law Enforcement Officers. 5. All other vehicles - vehicles which do not fall into one of the above listed categories. E. City vehicles may be taken home at night on an ongoing basis if: 1. The nature of the employee's responsibility may require him /her to respond to emergency situations. 2. The nature of the employee's responsibilities require him /her to attend night meetings. No City vehicle is to be used for personal or family trips, although it is permissible for an employee to "stop by a store on the way home" on a quick errand if the stop or use is not out of the way, does not become habitual, or subject to complaint by the general citizenry. F. Management and supervisory assigned vehicles (with the exception of the Police Chief and Fire Chief) will be used during regularly scheduled hours of work unless special incidents would make departure from the employee's home more reasonable due to the nature of the circumstances. G. Questionable usage of City vehicles will be presented to and resolved by the City Manager. II. Operator Responsibilities A. It is the responsibility of the operator of any City vehicle to operate that vehicle at all times in a manner that is courteous, safe and in compliance with all City and State traffic and parking regulations. B. It is the responsibility of the operator of any City vehicle to use a reasonable degree of care when operating the vehicle, to assure that oil and other fluid levels are adequate, to ensure that the vehicle is kept clean at all times, interior /exterior, and to ensure that preventive maintenance schedules are followed.
