SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2026 STAFFING
ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION TO THE
AUTHORIZED STAFFING OF THE POLICE DEPARTMENT ENTITLED
AUTOMATED ENFORCEMENT COORDINATOR
SUMMARY:
The Police Department requests to add one full-time position to provide coordination
and administrative support for the red-light cameras and speed radar equipment
programs.
PREVIOUS COUNCIL ACTION:
On December 8, 2025, Ordinance No. 11084 was approved by City Council. This
Ordinance provided authorized staffing for Fiscal Year 2026.
BACKGROUND:
With the addition of AVIS automated speed enforcement program approved by City
Council on September 28, 2026, coupled with the already existing use of red light
cameras, the Police Department will be responsible for the administrative work
associated with the program which is estimated to generate between 6000 and 12,000
citations per month.
This proposed new position will be dedicated to managing all City of Pueblo Automated
Enforcement systems, which would encompass auditing, mobile location designation,
and customer service. The position will be essential to ensuring compliance with state
law and any future updates, coordination with the vendor for placement of mobile units,
and other administrative tasks.
A survey of Colorado agencies that utilize AVIS Speed Enforcement showed that a
civilian coordinator performed the majority of daily function of the program. The
incumbent will be expected to issue civil penalty citations as well as testify in Municipal
Court as an expert on the issuance of such citations. The position will be under the
Docusign Envelope ID: 8C6461 BC -251 C-8167-8288-618DE6C3F571
direction and oversight of a sworn Sergeant.
The Pueblo Police Department is committed to searching for positive methods to
reduce aggressive driving behavior within the City of Pueblo. The AVIS Speed
Enforcement will not replace current enforcement efforts but will allow for full-time
enforcement activities on selected roadways where officers cannot be at all times. The
proposed position represents a positive opportunity to change driver behavior, allow for
public input, and create a safer community through full time monitored enforcement.
FINANCIAL IMPLICATIONS:
The annual cost of this new position is estimated to be approximately $95,125 with
salary and benefits as outlined below.
It is anticipated that the revenue received from the citations issued through the program
will be more than enough to cover the expense of this new position.
