City Clerk's Office Item # 02
COUNCIL MEETING DATE: October 13, 2026
TO: President Mark Aliff and Members of City Council
CC: Mayor Heather Graham
VIA: Clyde Bishop, City Clerk
FROM: Chris Noeller, Chief of Police
SUBJECT: A RESOLUTION TRANSFERRING FUNDS IN THE AMOUNT OF
$500,000 FROM THE E911 PROJECTS TO BE DETERMINED
ACCOUNT TO THE E911 EQUIPMENT/SOFTWARE/SUPPORT
PROJECT (E9AN01)
SUMMARY:
This Resolution transfers $500,000 in unencumbered appropriation balance from the
E911 Projects to be Determined account to the E911 Equipment / Software / Support
Project (E9AN01). Both accounts are within the Emergency Telephone Service Fund
and are funded exclusively by 911 surcharge revenues. The transfer allows the Pueblo
Police Department to purchase upgraded dispatch consoles during a limited -time
promotional discount, capturing $435,195.35 in savings against the anticipated 2027
purchase price.
PREVIOUS COUNCIL ACTION:
Through the 2026 budget process, City Council appropriated $380,000 for the E911
Equipment / Software / Support Project (E9AN01), funded from 911 surcharge
revenues.
BACKGROUND:
The E911 Equipment / Software / Support Project (E9AN01) funds equipment and
software directly related to the receipt and dispatch of 911 calls at the Pueblo Police
Department Dispatch Center, which serves as the Public Safety Answering Point for the
City. The Department has identified a need to replace and upgrade its dispatch
consoles. The upgraded consoles were anticipated as a 2027 purchase at a cost of
$1,113,305.60, but the vendor has extended a limited -time promotional discount that
reduces the purchase price by $435,195.35 if the equipment is purchased in 2026.
To capture the discount, the Police Department requires additional appropriated funds
in Project E9AN01 beyond the $380,000 budgeted for 2026. The Emergency

Telephone Service Fund's Projects to be Determined account presently holds an
unencumbered balance of $1,411,948, which will not be expended during 2026.
Transferring $500,000 of that balance to Project E9AN01 provides sufficient funds to
complete the console purchase at the discounted price.
Section 7-13 of the City Charter provides that City Council may, by resolution, transfer
any unencumbered appropriation balance or portion thereof from one department,
office, or agency to another. C.R.S. Section 29-11-104(2)(a)(I) authorizes 911
surcharge revenues to be spent for equipment, hardware, software, and databases
used to receive and dispatch 911 calls, which encompasses the console purchase this
transfer is intended to fund.
FINANCIAL IMPLICATIONS:
There are no new financial implications for the City. The $500,000 has already been
budgeted and appropriated within the Emergency Telephone Service Fund. Both the
transferring and receiving accounts are funded exclusively by 911 surcharge revenues,
and the transfer does not affect the General Fund. Capturing the vendor's promotional
discount results in $435,195.35 in savings against the anticipated 2027 purchase price
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
If this Resolution is not approved, the Department will be unable to purchase the
upgraded consoles at the discounted 2026 price and will instead purchase them in
2027 at the full price, forgoing $435,195.35 in savings.
RECOMMENDATION:
Approval of the Resolution.
