SUBJECT: A RESOLUTION AWARDING A MARKETING CAMPAIGN CONTRACT
FOR THE PUEBLO TRANSIT VANPOOL PILOT PROGRAM IN THE
AMOUNT OF $50,000 TO DESIGN AND EXECUTE A
COMPREHENSIVE CAMPAIGN THAT BOOSTS AWARENESS,
RIDERSHIP, AND EMPLOYER ENGAGEMENT FOR THE PUEBLO
TRANSIT VANPOOL PROGRAM
SUMMARY:
Attached is a Resolution awarding a Marketing Campaign Contract to Staples
Marketing, LLC d/b/a AFFIRM. for Project No. PT2402 Pueblo Transit Vanpool Pilot
Program to develop and execute a comprehensive marketing campaign aimed at
promoting the Vanpool program. The objective of this campaign is to increase
awareness, participation, and ridership of the Vanpool service among residents and
businesses in the Pueblo area.
PREVIOUS COUNCIL ACTION:
Ordinance No. 10646 accepted the Grant for this project and budgeted and
appropriated the funds into Project PT2402.
BACKGROUND:
Pueblo Transit has piloted a Vanpool program to create an additional transportation
option for employers/employees who struggle finding modes of transportation. The
Vanpool program is run under direct coordination with Commute Enterprise to provide
late models vehicles used by employees to commute to and from work. The Vanpool
Pilot project is meant to aid those who work shift hours outside of Pueblo Transit's
hours of operation and outside of the fixed route service areas. The project is aimed at
providing efficient workforce transportation primarily benefiting economically
disadvantaged individuals. The marketing campaign shall include a strategic marketing
plan, developing promotional materials, media buys including advertisement and
implementing various marketing activities to achieve these goals. The City's/Pueblo

Transit's goal is to increase ridership within the program and offer a subsidy through an
MMOF funded grant to support the growth of Pueblo and its Citizens.
FINANCIAL IMPLICATIONS:
The cost of the marketing project was set at $50,000 and there is no match required as
this is included in the budget for the Vanpool Pilot Program project.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board of Directors approve this Resolution.

WHEREAS, competitive bids for project No. PT2402, Pueblo Transit Vanpool Program
Pilot Project Marketing Project, have been received and examined: and
WHEREAS, the proposal of Staples Marketing, LLC d/b/a AFFIRM Response, was the
highest score of those bids determined to be responsive: NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1 _
The City Council of Pueblo authorizes Project PT2402 Pueblo Transit Vanpool Program
Marketing Project, and the contract for said project is hereby awarded to Staples Marketing,
LLC d/b/a AFFIRM Response, in the amount of $50,000
SECTION 2
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Resolution to implement the policies and procedures described
