SUMMARY: This action establishes Project CI2620 Pueblo Mountain Park Aspen Acres within the Capital Improvement Fund and transfers, budgets, and appropriates up to $1 5,000,000 in CIRSA insurance proceeds for repairs and reconstruction related to the Aspen Acres fire. Any remaining funds upon project completion will be returned to the Self-Insurance Fund. PREVIOUS COUNCIL ACTION: Council has previously authorized transfer and payment via insurance claims from CIRSA for damages sustained to capital assets. No prior capital project or appropriation has been established for this specific recovery effort. BACKGROUND: The Aspen Acres fire caused significant damage to structures and infrastructure within Pueblo Mountain Park. The City has submitted insurance claims to the Colorado Intergovernmental Risk Sharing Agency (CIRSA) to recover eligible costs. Because insurance proceeds may be paid in multiple installments, establishing a dedicated project within the Capital Improvement Fund ensures proper accounting, transparency, and timely deployment of funds for repairs, replacement, and reconstruction. Project CI2620 Pueblo Mountain Park Aspen Acres will serve as the central project for all recovery-related expenditures. FINANCIAL IMPLICATIONS: Insurance proceeds received from CIRSA will be deposited into the Self-Insurance fund and transferred to the Capital Improvement Fund and appropriated into Project CI2620. Up to $1 5,000,000 may be budgeted and appropriated as proceeds arrive. No General Fund dollars are required. Upon completion of all eligible work, remaining funds will be transferred back to the Self-Insurance Fund. BOARD/COMMISSION RECOMMENDATION: N/A STAKEHOLDER PROCESS: City departments, park staff, and CIRSA representatives have coordinated to evaluate damage, determine eligible repair costs, and identify required documentation for reimbursement. Additional stakeholder coordination will occur throughout design, procurement, and construction phases. ALTERNATIVES: Without establishing Project CI2620, the City would lack an appropriate mechanism to receive and expend insurance proceeds efficiently, delaying recovery activities. RECOMMENDATION: Staff recommends approval of the ordinance establishing Project CI2620 Pueblo Mountain Park Aspen Acres, transferring CIRSA insurance proceeds into the Capital Improvement Fund, budgeting and appropriating up to $1 5,000,000 into the project, and directing that any remaining funds be returned to the Self-Insurance Fund at project completion.
