AN ORDINANCE DESIGNATING AUTOMATED VEHICLE
IDENTIFICATION SYSTEM CORRIDORS ON SPECIFIED
STREETS WITHIN THE CITY OF PUEBLO PURSUANT TO
SECTION 15-1-25 OF THE PUEBLO MUNICIPAL CODE AND
C.R.S. SECTION 42-4-110.5, AND MAKING LEGISLATIVE
FINDINGS IN SUPPORT THEREOF
WHEREAS, Pueblo is a home rule municipality organized and existing under Article XX
of the Colorado Constitution; and
WHEREAS, C.R.S. Section 42-4-110.5(2)(g)(I) authorizes a municipality to designate, by
ordinance or resolution, a street or portion of a street as an Automated Vehicle Identification
Corridor on which the municipality may locate an Automated Vehicle Identification System to
detect speed violations; and
WHEREAS, Section 15-1-25(d) of the Pueblo Municipal Code authorizes the City
Council to designate AVIS Corridors by ordinance and requires the City to compile and present
quantitative data collected within the past five years illustrating incidents of crashes, speeding,
or reckless driving on each proposed corridor, with community complaints permitted to
supplement but not substitute for such quantitative data; and
WHEREAS, the Pueblo Police Department has compiled crash, fatality, citation, speed
study, and community complaint data for each corridor designated by this Ordinance, and such
data demonstrates that the corridors designated herein have experienced persistent patterns of
speeding, traffic crashes, and traffic fatalities that warrant AVIS speed enforcement; and
WHEREAS, the 15 corridors designated by this Ordinance collectively account for 57
traffic fatalities and more than 6,400 speeding citations within the five-year period 2020 through
2025, and traditional law enforcement methods alone have not been sufficient to reduce crash
frequency and severity on these streets; and
WHEREAS, certain corridors designated by this Ordinance traverse state highways, and
C.R.S. Section 42-4-110.5(2)(g)(I.3) and (I.4) require the City to notify and coordinate with the
Colorado Department of Transportation and the Colorado State Patrol before operating an AVIS
on a state highway; and
WHEREAS, no corridor designated by this Ordinance is located on a highway that is part
of the federal interstate highway system, consistent with C.R.S. Section 42-4-110.5(2)(g)(V)(B);
and
WHEREAS, the City Council finds that the designation of the corridors identified in this
Ordinance will promote the safety of motorists, pedestrians, and residents of the City of Pueblo
by enabling targeted AVIS speed enforcement on streets with documented histories of
speeding, crashes, and traffic fatalities. NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.

experienced, within the past five years, incidents of crashes, speeding, or reckless driving
sufficient to satisfy the quantitative data requirement of C.R.S. Section 42-4-110.5(2)(g)(I.7)(C)
and Section 15-1-25(d)(2) of the Pueblo Municipal Code.

SUBJECT:AN ORDINANCE DESIGNATING AUTOMATED VEHICLE
IDENTIFICATION SYSTEM CORRIDORS ON SPECIFIED STREETS
WITHIN THE CITY OF PUEBLO PURSUANT TO SECTION 15-1-25 OF
THE PUEBLO MUNICIPAL CODE AND C.R.S. SECTION 42-4-110.5,
AND MAKING LEGISLATIVE FINDINGS IN SUPPORT THEREOF
SUMMARY:
This proposed Ordinance designates 15 streets and street segments within the City of
Pueblo as Automated Vehicle Identification System (AVIS) Corridors pursuant to
Section 15-1-25 of the Pueblo Municipal Code and C.R.S. Section 42-4-110.5. The
corridors are organized in two tiers based on crash severity and enforcement priority.
Tier 1 corridors (11 segments) are prioritized for initial deployment based on higher
fatality and crash histories. Tier 2 corridors (4 segments) are designated for subsequent
deployment as resources and vendor capacity permit. For corridors that traverse state
highways, AVIS operations shall not commence until the Chief of Police has certified
that all required coordinati on with the Colorado Department of Transportation and the
Colorado State Patrol has been completed.
PREVIOUS COUNCIL ACTION:
No previous Council action has been taken to designate AVIS speed enforcement
corridors.
BACKGROUND:
Section 15-1-25(d) of the Pueblo Municipal Code, as adopted by the companion
enabling ordinance, authorizes the City Council to designate AVIS Corridors by
ordinance. C.R.S. Section 42-4-110.5(2)(g)(I), as amended by Senate Bill 26-152
(signed by Governor Polis on June 2, 2026, effective August 12, 2026), requires the
City to compile quantitative data collected within the past five years illustrating incidents
of crashes, speeding, or reckless driving on each street proposed for designation.
Community complaints ma y supplement but cannot substitute for quantitative data.
The Pueblo Police Department has compiled crash, fatality, citation, and speed study
data for each proposed corridor. The 11 Tier 1 corridors collectively recorded 55 traffic
fatalities and approximately 5,800 speeding citations over the five-year period 2020
through 2025. The four Tier 2 corridors include sustained traffic enforcement activity
over the same period: Lake Ave (1,042 total citations, 331 speeding, 1 fatal crash); W.
Abriendo Ave/E. Abriendo Ave (845 total citations, 186 speeding, 1 fatal cra sh); Main St
(444 total citations, 45 speeding, 0 fatal crashes); and Union Ave (162 total citations, 40
speeding, 0 fatal crashes). All four Tier 2 corridors are supported by documented
community complaint records.
Five Tier 1 corridors traverse state highways: Pueblo Blvd (CO Hwy 45), Thatcher
Ave/Lincoln Ave/W. 4th St (US Hwy 96), Northern Ave (CO Hwy 78), E. 4th St (US Hwy
96), and Santa Fe Ave/Santa Fe Dr (US Hwy 50B). C.R.S. Section 42-4-110.5(2)(g)(I.3)
and (I.4) require the City to notify and coord inate with CDOT before operating an AVIS
on a state highway, and to obtain a special use permit for any equipment placed on
CDOT right-of-way. This Ordinance designates those corridors but expressly conditions
the commencement of AVIS operations on completion of all required CDOT and
Colorado State Patrol coordination, with a written certification requirement before
cameras may go live.
No proposed corridor is located on a highway that is part of the federal interstate
highway system. I-25 is categorically excluded from AVIS corridor designation by
C.R.S. Section 42-4-110.5(2)(g)(V)(B).
FINANCIAL IMPLICATIONS:
Corridor designation itself has no direct financial impact. Costs associated with signage
installation, equipment deployment, and vendor services for each corridor will be
addressed through the AVIS equipment and services procurement process.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
The Pueblo Police Department has received sustained community complaints regarding
speeding on multiple corridors identified in this Ordinance. Documented complaints
include Council petitions, 311 service requests, and neighborhood association
communications.
ALTERNATIVES:
If this Ordinance is not approved, no AVIS speed enforcement corridors will be
designated and the AVIS program authorized by Section 15-1-25 cannot be deployed
for corridor-based speed enforcement. Speed enforcement on the identified corridors
will continue to rely exclusively on manned patrol units. The 15 corridors proposed for
designation have collectively recorded 57 traffic fatalities over the five-year period 2020
through 2025, and traditional enforcement methods have not reduced crash frequency
and s everity on these streets to acceptable levels.
RECOMMENDATION:
Approval of the Ordinance.
