PREVIOUS COUNCIL ACTION: None. BACKGROUND: The proposed rezoning is located at the northeast corner of Nevada Ave. and California St. east of Lake Minnequa. The northern portion of the property is currently zoned Highway and Arterial Business (B-3), while the southern portion is zoned Mixed Residential (R-4). The B-3 Zone District is intended to provide business and services along highway and arterial streets. The District allows ample uses -by right that are primarily commercial in nature. In contrast, the R-4 Zone District is primarily intended for residential use. Single-family residences, duplexes, ADUs, and multi -family residences are all allowed by -right in the R-4 zone district. Only a few business and service -oriented uses are allowed. The applicant wishes to develop their entire ownership for a single-family residence and repurpose the existing structure into their residential garage. The 2022 Pueblo Regional Comprehensive Plan designates this area as a Neighborhood Mixed -Use, characterized by small-scale commercial activities that service adjacent residences with everyday needs. Both residential and small-scale commercial uses are typical within the Neighborhood Mixed -Use. The areas to the west Docusign Envelope ID: D6A07540-61 F9-8130-83A8-42E0D281 D411 and south of the subject property are home to an auto shop, bar, trailer park, and Christlife Ministries. The areas north and east are developed with single-family residences. Thus, the residential uses allowed within the R-4 Zone District are compatible with the Neighborhood Mixed -Use characteristic. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their August 12, 2026, Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance the property will not be rezoned in accordance with the Pueblo Municipal Code. Half of the subject property will remain in a B-3 Zone District while the other half will be in an R-4 Zone District. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1. Z-26-13 Attachments
