SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS TO ZONE
50.03 ACRES OF THE JACKSON RANCH ANNEXATION AREA TO
ONE- AND TWO-FAMILY RESIDENTIAL (R-3) ZONE DISTRICT
SIIMMORY.
The applicant is requesting to zone 50.03 acres of the Jackson Ranch annexation area
from to One- and Two -Family Residential Zone District (R-3) Zone District.
PREVIOUS COUNCIL ACTION:
The entire Jackson Ranch annexation, totaling 591.45 acres, occurred in two phases
under Ordinances 10968 and 10969.
BACKGROUND:
The Jackson Ranch Annexation is generally located southwest of the El Camino
Subdivision 17th Filing and south of Highway 78. The annexation was completed in two
series, totaling 591.45 acres and approved by Ordinances 10968 and 10969. The
stated intent for the Jackson Ranch area is to be developed in multiple phases with a
mixture of low, medium, and high -density residential uses and supporting civic uses of
open space, parks, and schools. All land that is annexed into the City must rezone into
one or more City zone districts as a condition of its annexation. As recorded in the
annexation agreement ordinance, the Petitioner made their intention known to zone the
newly annexed area into four different zone districts: A-1, A-4, R-2, and R-3. The
agreement states that "if the Property is not so zoned, no building or occupancy permit
shall be approved by the City or issued by the Pueblo Regional Building Department for
any building or structure within any part of the Property," thus the property owner has
submitted rezoning requests Z-26-08, 09, 10, and 11 to implement the four zone
districts intended for the area.

This rezoning request is for 50.03 acres to be zoned as One- and Two -Family
Residential (R-3) Zone District. The standards of the R-3 zone district require minimum
lot sizes of 4,000 sq. ft., but maybe require larger lots for higher -density housing
structures. Both one- and two-family homes are uses by right in this zone district, and
multifamily development can be entertained as a use -by -review, meaning that a Special
Use Permit can be requested through the Zoning Board of Appeals, who can enforce
reasonable conditions on development plans to mitigate externalities for land uses not
typically allowed in the district. The subject site is designated by the Pueblo Regional
Comprehensive Plan, 2022, as Special Development Area. The Special Development
Area classification describes land adjacent to Pueblo City limits as is with the 3 -Mile
Annexation Plan boundary. The Special Development Area is intended to allow
flexibility to determine the most appropriate zoning at the time of annexation. The
proposed R-3 Zone District would align this portion of the development most closely
with the Suburban Neighborhood future land use designation, which is characterized by
low -density housing supported by neighborhood -serving civic uses like parks and
schools.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their August 12, 2026, Regular Meeting,
voted 7-0 to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance the property will not be rezoned in
accordance with the Annexation Agreement Pueblo Municipal Code.
RECOMMENDATION:
Approval of the Ordinance.
