The applicant is requesting to zone 250.1 acres of the Jackson Ranch annexation area to Agricultural One (A-1) Zone District. PREVIOUS COUNCIL ACTION: The entire Jackson Ranch annexation, totaling 591.45 acres, occurred in two phases under Ordinances 10968 and 10969. BACKGROUND: The Jackson Ranch Annexation is generally located southwest of the El Camino Subdivision 17th Filing and south of Highway 78. The annexation was completed in two series, totaling 591.45 acres and approved by Ordinances 10968 and 10969. The stated intent for the Jackson Ranch area is to be developed in multiple phases with a mixture of low, medium, and high -density residential uses and supporting civic uses of open space, parks, and schools. All land that is annexed into the City must rezone into one or more City zone districts as a condition of its annexation. As recorded in the annexation agreement ordinance, the Petitioner made their intention known to zone the newly annexed area into four different zone districts: A-1, A-4, R-2, and R-3. The agreement states that "if the Property is not so zoned, no building or occupancy permit shall be approved by the City or issued by the Pueblo Regional Building Department for any building or structure within any part of the Property," thus the property owner submitted rezoning requests Z-26-08, 09, 10, and 11 to implement the four zone districts intended for the area. Docusign Envelope ID: 4BE6C419-6F98-841 B-8297-5EDDDB8003AB This rezoning request is for 250.1 acres, to be zoned as an Agricultural One (A-1) District. In the Impact Report submitted at the time of annexation, the Petitioner identified this area for low -density residential development. In the project narrative provided for this rezoning, the stated that "no development is planned at this time for the portion of the property within the proposed A-1 zone district." Per current code, new annexations can be zoned into A-1 as a "holding zone" while development plans are in progress. However, "no building or occupancy permit shall be approved by the City or issued by the Pueblo Regional Building Department for any building or structure within any portion of the Property classified as A-1 zone district until after that portion of the Property is zoned in the land use classification most nearly corresponding to the land use classification into which such land has been classified under the City's comprehensive plan." This means that the land will be rezoned again at the time of subdivision into the zone district that best captures the applicant's development plan as well as the Comprehensive Plan designation. Since the comprehensive plan currently designates this portion of the Jackson Ranch area as Rural Ranch, a comprehensive plan update will likely be required in the future when the developers are ready to zone and subdivide this area for development. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their August 12, 2026, Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance the property will not be rezoned in accordance with the Jackson Ranch Annexation Agreement and Pueblo Municipal Code. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1. Z-26-08 Attachments
