SIIMMORY.
This Resolution awards a contract to Clayton Homes of Pueblo for RFP-Consulting No.
25-048B, Non -Congregate Shelters for Pueblo Shelter. The project will provide
modular, non -congregate sheltering improvements at The Pueblo Shelter to expand
private transitional housing options for persons experiencing homelessness.
PREVIOUS COUNCIL ACTION:
Ordinance No. 10129 on March 14, 2022, approved and accepted the HOME -ARP
Grant Agreement between the City of Pueblo and the U.S. Department of Housing and
Urban Development, established Special Fund No. 255 - HOME -ARP Affordable
Housing and Supportive Services Project, and budgeted and appropriated $3,090,925
in HOME -ARP funds. Of that amount, $2,285,739 was allocated to HOARP-40 - City
Projects.
BACKGROUND:
In late 2024, the City of Pueblo took ownership of The Pueblo Shelter. In 2025, the City
finalized an agreement with SafeSide Recovery to manage The Pueblo Shelter. City
planning documents identify non -congregate sheltering and private transitional housing
as part of the City's strategy for addressing homelessness and state that the City is in
the process of constructing eight non -congregate shelter units.
Docusign Envelope ID: 602DEAEB-B93D-8404-81 FA-DC51379C5C10
The City initially solicited qualified modular construction companies under RFQ No. 25-
048 for the design and construction of non -congregate sheltering at the existing Pueblo
Shelter site. The project consists of two modular buildings, each containing
approximately three to four efficiency/multi-family units and approximately 900 to 1,200
square feet per building. The scope includes accessibility and code requirements,
design of the units, coordination with utility companies, required permits, appliances,
construction and setting of the units, utility hook-ups, and coordination through the
City's entitlement process.
The City subsequently issued RFP-Consulting No. 25-048B, RFP for Non -Congregate
Shelters for Pueblo Shelter. One proposal was received. The evaluation criteria
weighted the prior Request for Qualifications score at 50 percent, the non -congregate
sheltering proposal at 25 percent, and cost at 25 percent. Clayton Homes of Pueblo
received a total score of 167.33 out of 200 points, or 83.66 percent.
The proposed improvements are an eligible HOME -ARP activity and are consistent with
the City's stated plans to expand The Pueblo Shelter footprint with non -congregate,
single -unit transitional housing. The City's 2025-2029 Consolidated Plan identifies non -
congregate shelter units as a resource intended to serve persons experiencing
homelessness and other qualifying high -needs populations.
FINANCIAL IMPLICATIONS:
Funding in the amount of $918,489.00, consisting of the $834,990.00 contract amount
and $83,499.00 for contingencies and additional work, shall be paid from Project
Account HOARP40 - HOME -ARP City Projects.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
The project was processed through the City's competitive procurement process. The
25-048B evaluation tabulation reflects scoring based on the prior qualification score, the
project proposal, and the cost proposal. The project also builds on the City's ongoing
partnership with SafeSide Recovery, which manages The Pueblo Shelter.
ALTERNATIVES:
City Council could choose not to pass this resolution.
