A RESOLUTION ESTABLISHING PROJECT C12621 - AVIATION
ASSET DEFENSE AND APPROVING A TRANSFER OF
$300,000 FROM PROJECT CIAN18 - GRANT MATCHES
AIRPORT
WHEREAS, the City of Pueblo owns and operates airport assets that are presently
involved in litigation requiring specialized outside legal counsel; and
WHEREAS, outside counsel is necessary to ensure the City's interests are properly
represented and protected in said litigation; and
WHEREAS, sufficient funding is available within Project CIAN18 — Grant Matches Airport
to support litigation costs; and
WHEREAS, the City desires to allocate Three Hundred Thousand Dollars ($300,000) to
Project C12621 — Aviation Asset Defense to cover the anticipated legal expenses; NOW
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Project C12621 — Aviation Asset Defense is hereby established for the purpose of
funding litigation costs associated with protecting airport assets.
SECTION 2.
The Finance Department is authorized to transfer $300,000 from Project CIAN18 —
Grant Matches Airport to Project C12621 — Aviation Asset Defense.
SECTION 3.
City staff are hereby authorized to undertake all actions necessary to implement the
intent of this Resolution.

A Resolution establishing Project C12621 — Aviation Asset Defense and approving a
transfer of $300,000 from Project CIAN18 — Grant Matches Airport.

Not applicable.
BACKGROUND:
This Resolution establishes Project C12621 — Aviation Asset Defense within the
Memorial Airport enterprise for the purpose of funding litigation costs associated with
defending airport assets. The airport requires specialized outside legal counsel to
protect its interests in active litigation involving airport property. Creating a dedicated
project ensures transparent accounting, proper expenditure tracking, and financial
compliance. This Resolution also authorizes the transfer of $300,000 from Project
CIAN18 — Grant Matches Airport to Project C12621 to cover anticipated and ongoing
legal expenses.
FINANCIAL IMPLICATIONS:
Approval of this Resolution transfers $300,000 from Project CIAN18 — Grant Matches
Airport to newly created Project C12621 — Aviation Asset Defense. Funding will support
outside legal counsel engaged to defend aviation -related assets. No change to overall
fund balance occurs; the action reallocates previously appropriated funds.

RECOMMENDATION:
Approve the attached Resolution establishing Project C12621 — Aviation Asset Defense
and authorizing the transfer of $300,000 from Project CIAN18 — Grant Matches Airport.
