AN ORDINANCE ESTABLISHING PROJECT C12619 - ARFF
TRUCK IMPROVEMENTS, ACCEPTING, BUDGETING, AND
APPROPRIATING FUNDS FROM THE COLORADO
DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT
(CDPHE) PFAS TAKEBACK PROGRAM INTO C12619,
BUDGETING, APPROPRIATING, AND TRANSFERRING FUNDS
FROM THE AIRPORT IMPROVEMENT TRUST FUND TO
C12619, AND TRANSFERRING FUNDS FROM PROJECT
CIAN13 - VEHICLES AND EQUIPMENT AND C12606 - FIRE
APPARATUS EQUIPMENT INTO SAID PROJECT FOR THE
PURPOSES OF REMOVING AND REPLACING AFFF WITH A
NON-PFAS FOAM
WHEREAS, the aircraft rescue and firefighting (ARFF) vehicles at Pueblo Memorial
Airport currently contains Aqueous Film Forming Foam (AFFF) containing PFAS ("forever
chemicals"), which pose recognized environmental and occupational health risks; and
WHEREAS, the City of Pueblo Fire Department, Fleet Department, and Airport
Department coordinated to establish a shared cost -structure for PFAS extraction, apparatus
cleansing, PFAS disposal, fluorine -free foam acquisition, calibration, and firefighter training; and
WHEREAS, the Colorado Department of Public Health and Environment (CDPHE)
PFAS Takeback Program approved the City's application and issued funding in the amount of
$50,800 for PFAS disposal, as documented through internal correspondence; and
WHEREAS, the Airport Improvement Trust Fund possesses sufficient unappropriated
balance to provide $78,898 toward the project, and additional contributions of $50,000 from
Project CIAN-13 — Vehicles and Equipment and $35,000 from Project C12606 — Fire Apparatus
Equipment have been identified; and
WHEREAS, the City Council finds it necessary, proper, and in the public interest to
establish Project C12619 and authorize the movement of all required funds to complete the
PFAS transition; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project C12619 — ARFF Truck Improvements is hereby established for PFAS extraction,
apparatus cleansing, PFAS disposal, acquisition of fluorine -free synthetic foam, calibration, and
associated firefighter training needed to complete the ARFF foam transition.
SECTION 2.
The City hereby accepts Fifty Thousand Eight Hundred Dollars ($50,800) from the
Colorado Department of Public Health and Environment (CDPHE) PFAS Takeback Program.
These funds are budgeted and appropriated into Project C12619.

SECTION 3.
The amount of Seventy -Eight Thousand Eight Hundred Ninety -Eight Dollars ($78,898) is
hereby budgeted, appropriated, and transferred from the Unappropriated Fund Balance of the
Airport Improvement Trust Fund (Land Trust/Land Sales) to Project C12619
SECTION 4
The following existing departmental project funds are hereby transferred into Project
C12619. These transfers do not constitute appropriations under this Ordinance:
CIAN13 - Vehicles and Equipment: $50,000
C12606 - Fire Apparatus Equipment: $35,000
SECTION 5
Total funding moved into Project C12619 from appropriations and transfers equals Two
Hundred Fourteen Thousand Six Hundred Ninety -Eight Dollars ($214,698).
SECTION 6.
City officers and staff are authorized to perform all actions necessary to implement the
acceptance, budgeting, appropriation, and transfers described herein.
SECTION 7.
This Ordinance shall become effective immediately upon final passage and approval.

SUMMARY:
This Ordinance establishes Project C12619 — ARFF Truck Improvements, accepts,
budgets and appropriates CDPHE PFAS Takeback Program funding, transfers,
budgets and appropriates Airport Improvement Trust Fund dollars, and transfers funds
from CIAN-13 — Vehicles and Equipment and C12606 — Fire Apparatus Equipment to
support the transition from PFAS-containing AFFF to fluorine -free synthetic foam in
Airport Rescue and Firefighting (ARFF) vehicles
PREVIOUS COUNCIL ACTION:
None. This is a new project initiative prompted by PFAS remediation requirements and
CDPHE grant funding availability.
BACKGROUND:
The aircraft Rescue and Firefighting foam currently in use is Aqueous Film Forming
Foam (AFFF) that contains PFAS (forever chemical). To reduce health and
environmental risks, this foam will be replaced with a non-PFAS foam. The total costs
of this project include vehicle rinses, new foam purchases and training.

CDPHE Takeback Program: $50,800

Only the CDPHE funds and Airport Improvement Trust Fund dollars are appropriated
thought this Ordinance. The Fire and Fleet contributions are internal project transfers.

ALTERNATIVES:
Postpone or decline the foam replacement project.
This would leave PFAS-containing AFFF in ARFF vehicles, contrary to environmental
best practices and departmental recommendations.
RECOMMENDATION:
Approval of the Ordinance is recommended to ensure compliance with environmental
safety standards and to authorize all necessary funding movements to complete the
PFAS transition in ARFF apparatus.
