RESOLUTION NO. 16433
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $928,420.00 TO N LINE ELECTRIC FOR
PROJECT NO. 26-043 (WW1203) FY2026 SWITCHGEAR
REPLACEMENT AT THE JAMES R. DIIORIO WATER
RECLAMATION FACILITY, SETTING FORTH $92,842.00 FOR
CONTINGENCIES AND AUTHORIZING THE PURCHASING
AGENT TO EXECUTE THE SAME
WHEREAS, competitive bids for Project No. 26-043 (WW1203) FY2026 Switchgear
Replacement at the James R. Dilorio Water Reclamation Facility have been received and
examined; and
WHEREAS, the proposal of N Line Electric. was the lowest of those bids determined to
be responsive; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1
The City Council authorizes Project No. 26-043 (WW1203) FY2026 Switchgear
Replacement at the James R. Dilorio Water Reclamation Facility to be performed, and the
contract for said project is hereby awarded to N Line Electric, in the amount of $928,420.00.
SECTION 2.
Funds for Project 26-043 (WW1203) WRF Electrical Upgrade shall be from the Sewer
User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work......... $92,842.00.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the transactions
described therein.

SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

PURCHASING AGENT TO EXECUTE THE SAME
SUMMARY:
This Resolution awards a construction contract to N Line Electric for Project No. 26-043
(WW1203), FY2026 Switchgear Replacement at the James R. Dilorio Water
Reclamation Facility (WRF). The project will replace the incoming switchgear.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The WRF treats all the wastewater for the City of Pueblo. The incoming switchgear
controls all the power that is supplied to the WRF. The current switchgear does not trip
like a breaker, with a power outage or lighting strike. This is how the switchgear should
protect the WRF and keep all components safe and protected. The new switchgear will
protect all the phases of incoming power to the WRF electrical components. Without the
new switchgear, the WRF is in danger of lightning strikes or power surges that will
cause damage to pumps, motors, and other switchgear throughout the WRF, which
would incur a great cost to replace all the damaged items.

FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $928,420.00 with contingencies of
$92,842.00. Funds are available from the Sewer User Funds and appropriated to
Project No. 26-043 (WVV1203) WRF Electrical Upgrade.
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If nothing is done with the switchgear it will leave the WRF in a compromised state.
RECOMMENDATION:
Approval of the Resolution.
