RESOLUTION NO. 16431
A RESOLUTION CONFIRMING THE APPOINTMENT BY THE
MAYOR OF VANCE CROCKER TO SERVE A FOUR (4) YEAR
TERM ON THE AIRPORT POLICY ADVISORY COMMITTEE
WHEREAS, the City of Pueblo, a Colorado Municipal Corporation, established the
Airport Policy Advisory Committee by Resolution adopted on August 24, 2026, as an advisory
committee to the Mayor and City Council; and
WHEREAS, that Resolution provides that the Committee shall consist of five (5)
members, four (4) of whom shall be appointed by the Mayor, subject to Council confirmation,
and that the Director of Aviation shall serve as a voting member by virtue of office; and
WHEREAS, that Resolution provides that appointed members shall be appointed for
terms of four (4) years, that members initially shall be appointed for staggered terms, and that of
the members initially appointed, two (2) shall be appointed for terms of two (2) years and two (2)
shall be appointed for terms of four (4) years; and
WHEREAS, on August 24, 2026, City Council voted six to one to separate the
Resolution confirming the appointment of four members to the Airport Policy Advisory
Committee into four Resolutions, each confirming the appointment of one member; and
WHEREAS, Section 2-5 of the Charter provides that all boards and commissions shall
be appointed by the Mayor, subject to Council confirmation, and that appointments by the Mayor
shall specify the term of office of each individual in order to achieve overlapping of tenure; and
WHEREAS, the Mayor has appointed the individual named in Section 1 of this
Resolution to serve on the Airport Policy Advisory Committee and has submitted that
appointment to the City Council for confirmation; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1
The appointment by the Mayor of Vance Crocker to serve as a member of the Airport
Policy Advisory Committee for a term of four (4) years, beginning September 30, 2026 and
expiring September 30, 2030, is hereby confirmed. The member confirmed by this Section shall
serve without compensation and shall be subject to removal by the Mayor, as provided in the
Resolution establishing the Airport Policy Advisory Committee.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to implement the policies and procedures described therein.

SECTION 3.
This Resolution shall become effective upon final passage and approval.

SIIMMORY.
This Resolution confirms the appointment by the Mayor of Vance Crocker to the Airport
Policy Advisory Committee for a term of four (4) years, beginning September 30, 2026
and expiring September 30, 2030.
PREVIOUS COUNCIL ACTION:
On August 24, 2026, City Council adopted the Resolution establishing the Airport Policy
Advisory Committee.
On August 24, 2026, City Council voted six to one to separate the Resolution
confirming the appointment of four members to the Airport Policy Advisory Committee
into four Resolutions, each confirming the appointment of one member.
BACKGROUND:
The Resolution establishing the Airport Policy Advisory Committee provides that the
Committee consists of five members, four of whom are appointed by the Mayor subject
to Council confirmation, with the Director of Aviation serving as a voting member by
virtue of office. Section 2-5 of the Charter requires that appointments by the Mayor
specify the term of office of each individual in order to achieve overlapping of tenure.
Appointed members serve four year terms. The members initially appointed serve
staggered terms, two for terms of two years and two for terms of four years. This
Resolution confirms an initial appointment to a four (4) year term. Members serve
without compensation.

The Mayor has appointed Vance Crocker and submits that appointment for
confirmation. Three companion Resolutions confirming the remaining appointments to
the Committee are before City Council at this same meeting.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City. Members of the Committee serve
without compensation.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
If City Council does not approve this Resolution, this appointment is not confirmed and
the seat remains vacant. The Mayor would submit another appointment for confirmation
at a later meeting.
RECOMMENDATION:
Approval of the Resolution.
