RESOLUTION NO. 16426
A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2026 GENERAL
FUND BUDGET TO HARDKNOX GANG PREVENTION &
INTERVENTION IN THE AMOUNT OF $5,000 TO SPONSOR
PROGRAM RELATED OPERATING EXPENSES
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Payment in the amount of $5,000 from the Council Contingencies Account in the 2026
General Fund Budget is authorized to be paid to HardKnox Gang Prevention & Intervention to
sponsor program related operating expenses.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3
This Resolution shall become effective upon passage and approval.

AMOUNT OF $5,000 TO SPONSOR PROGRAM RELATED
OPERATING EXPENSES
SUMMARY:
Attached for consideration is a request for support of HardKnox Gang Prevention &
Intervention in the amount of $5,000 to sponsor program related operating expenses.
PREVIOUS COUNCIL ACTION:
Council supported this organization's operating expenses for $3,500 in 2025.
BACKGROUND:
City Council Member Selena Ruiz -Gomez is requesting $5,000 to sponsor HardKnox
Gang Prevention & Interventions program related operating expenses.
HardKnox Gang Prevention & Intervention is a 501(c)(3) whose mission is to help at -
risk youth entangled within today's gang culture take small steps, in big ways, that lead
to big changes within their lives. Their vision is to understand our youth and their
perception of the world that surrounds them and help them create a new vision and new
goals that challenge them beyond what they believed possible through a process of
determination, focus and perseverance.
Sponsorship funds will be used to provide incentives to the children they serve, such as
meals, gift cards, and pro -social activities. These prosocial activities can include access
to local gyms, boxing clubs, and MMA programs provided at no cost. They also provide
job -seeking and resume building services and purchase work uniforms/shoes for clients
as needed. They also provide a workbook to every client who is working on their copy
written and evidence -based curriculum.

HardKnox Gang Prevention & Intervention is currently funded through referral contracts
with Pueblo Probation. Referral sources pay for therapeutic mentoring at $65/hour, and
group sessions are paid at $45 each through probation. They were receiving $30/hour
for approximately 40 hours a month to hold their chess program at the library, and they
also provide at minimum 40 hours of pro bono services a year. As of August 17, 2026,
they were working on applying to CSAC and had submitted for grants but had not been
awarded any. Their gross profit for 2025 totaled at $2,198.05.
FINANCIAL IMPLICATIONS:
Payment of funds in the amount of $5,000 would be paid from the Council
Contingencies Account in the 2026 General Fund Budget to HardKnox Gang
Prevention & Intervention.

Not applicable.

ALTERNATIVES:
City Council could choose not to authorize funding for this purpose.
RECOMMENDATION:
This Resolution is at the request of Council Member Selena Ruiz -Gomez.
