A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $43,569.00 TO INDUSTRIAL
CONSTRUCTORS/MANAGERS, INC. (ICM) IN THE AMOUNT
OF $43,569.00 FOR PROJECT NO. 26-005 (WWAN04) FY2026
PRIMARY SCUM FLUSHING LOOP AT THE JAMES R. DIIORIO
WATER RECLAMATION FACILITY, SETTING FORTH $4,356.90
FOR CONTINGENCIES AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, competitive bids for Project No. 26-005 (WWAN04) FY2026 Primary Scum
Flushing Loop at the James R. Dilorio Water Reclamation Facility (WRF) have been received
and examined; and
WHEREAS, the proposal of Industrial Constructors/Managers, Inc. (ICM). was the
lowest of those bids determined to be responsive; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council authorizes Project No. 26-005 (WWAN04) FY2026 Primary Scum
Flushing Loop at the James R. Dilorio Water Reclamation Facility (WRF) to be performed, and
the contract for said project is hereby awarded to Industrial Constructors/Managers, INC. (ICM),
in the amount of $43,569.00.
SECTION 2.
Funds for Project 26-005 (WWAN04) WRF Facility Rehab shall be from the Sewer User
Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work......... $4,356.90.

SECTION 5.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the transactions
described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

This Resolution awards a construction contract to Industrial Constructors/Managers,
Inc. (ICM) for Project No. 26-005 (WWAN04), FY2026 Primary Scum Flushing Loop at
the James R. Dilorio Water Reclamation Facility (WRF). The project will add necessary
valves and pipe work to flush scum pumps.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The primary scum pumps are used in wastewater treatment plants to remove and
transfer floating waste —such as grease oil, fat, hair, and light debris — from the
surface of the primary clarifier to the solids processing. Due to the thickness of these
solid materials, the pumps often overload and shut down and the pipes become
clogged. Employees will manually back wash the pumps and the piping system. Doing
the cleaning this way causes the pumps to spin backwards; this cleaning is a daily
chore and does not always clear the clog. If that happens, employees will be called in to
manually open the pumps and piping to get the system back online.
This project is to install new piping and valves to ensure the new flushing process will
allow the pumps to be cleaned without spinning backwards and causing damage. This
project also prevents clogs in the piping.

FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $43,569.00 with contingencies of
$4,356.90 Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 26-005 (WWAN04) WRF Facility Rehab.

STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If not passed, the Scum Pump Piping will continue to overload pump motors and
destroy pump impellers, shortening the life of the new pumps and motors. It will leave
the WRF with increased costs for continuing operations and maintenance and disrupt
plant processes.
RECOMMENDATION:
Approval of the Resolution.
