RESOLUTION NO. 16410
A RESOLUTION ACCEPTING THE LETTER OF AGREEMENT
REGARDING PROCEDURES OUTLINED BETWEEN PUEBLO
AIRPORT TRAFFIC CONTROL TOWER, ARFF, AND THE CITY
OF PUEBLO DEPARTMENT OF AVIATION
WHEREAS, the Colorado Disaster Emergency Act, C.R.S. §24-33.5.701 et seq. requires
political subdivisions to prepare plans and establish capabilities to carry out emergency
functions to prevent, minimize and repair injury and damage resulting from any disaster as
defined in the Act; and
WHEREAS, by past resolutions (Reso. 6923 and 6461) City established suitable
arrangements in compliance with state law with the Board of County Commissioners of Pueblo
County ("the Board"), Colorado through the Civil Defense Agency for furnishing mutual aid in
coping with disasters; and
WHEREAS, The Board created the Pueblo County Department of Public Safety to the
Office of Emergency Management in the Division of Local Government of the Department of
Local Affairs; and
WHEREAS, it is the intent and desire of the City of Pueblo to continue to properly
discharge the City's responsivities under state law; and
WHEREAS, it is the further intent and desire of the City to meet the requirements
necessary to qualify for federal and state disaster and emergency assistance programs; and
WHEREAS, the Pueblo County Sherrif, Emergency Management Coordinator has
created a new EOP in conjunction with responsible agencies including those of the City; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Office of Emergency Preparedness is hereby designated as the local disaster
agency responsible for disaster preparedness and coordination of response within the County of
Pueblo and City of Pueblo.
SECTION 2.
City hereby declares its intention to cooperate with the Board in a mutual effort in
planning, execution and coordination of disaster services within Pueblo County, Colorado.

SECTION 3.
The duties and responsibilities of the City and Board shall be carried out as follows:
A. The Mayor of the City of Pueblo shall:
a. Provide direction and control for Pueblo City forces before, during and
after disaster operations.
b. Assure continuity of City government at all levels in a declared
disaster.
c. Have the power to declare that a disaster exists within the City of
Pueblo. Such declaration shall continue for a period not to exceed
seven (7) days. Such declaration may be continued or renewed for a
period in excess of seven (7) days with the consent of a majority of
the members of City Council. Any order or proclamation declaring,
continuing or terminating a disaster shall be filed promptly with the
Division of Local Government of the Department of Local Affairs of the
State of Colorado and with the City Clerk. Such orders or
proclamations shall be given prompt and general publicity and shall
be promptly distributed to the appropriate representatives of the new
media.
B. The Director of the Department acting by and through the Coordinator of the
Office of Emergency Preparedness shall:
a. Have direct responsibility for the organization, administration and
operation of the Office of Emergency Preparedness.
b. Accept and comply with all applicable regulations and standards of
the Federal Emergency Management Agency (FEMA) and the office
of Emergency Management, Division of Local Affairs of the Colorado
Department of Local Affairs relating to the development of a disaster
operational capability and the receipt of federal and state assistance
in that development and to sign and submit all documents and
materials associated with such development.
c. Prepare and submit an annual budget to the Board of County
Commissioners and the Mayor.
d. Prepare and keep current, subject to the approval of the Mayor the
Pueblo Emergency Plan to conform to the standards and
requirements as promulgated by the aforesaid Colorado Office of
Emergency Management.
e. Assist all appropriate officials in preparing a clear and complete
statement of emergency responsibilities of all agencies which may be
activated in the event of a disaster.
f. In the event of a declared disaster, act under the direction of the
Mayor and Board of county Commissioners, or its designee, in
undertaking the mitigation, response, and recovery during such
disaster.
SECTION 4.
Resolution No. 6923 is hereby repealed.

SECTION 5.
The officers of the City are authorized to perform any and all acts consistent with the intent of
this Resolution to effectuate the policies and procedures described herein.
SECTION 6.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution repeals any prior agreements and adopts the new Airport Rescue and
Fire Fighting Procedures 2026.
PREVIOUS COUNCIL ACTION:
BACKGROUND:
The aircraft Rescue and Firefighting procedures outlines operations on the airfield at
Pueblo Memorial Airport. This 2026 updated agreement was a collaboration between,
City of Pueblo and Pueblo Airport Traffic Control Tower (PUBATCT). The procedure
designates roles and responsibilities, unifies agency responses and allows for clear
communication during airport responses which often cross political boundaries i.e. are
not contained in a county or city boundary.
This plan is adaptable to fit a crisis and provides tools to quickly and efficiently respond.
It is designed to be in compliance with state and federal laws and regulations. The prior
resolution is substantially the same as this and the new EOP was prepared in
accordance with the current resolution, however, it includes duties of a city manager
that need to be revised.
FINANCIAL IMPLICATIONS:
There are no costs associated with the adoption of the EOP.

BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
This plan was developed in coordination with the Pueblo County Sheriff's office and
many diverse agencies that have a role in an emergency.
ALTERNATIVES:
Not to approve Resolution and instead rely on the resolution adopted in 1991.
RECOMMENDATION:
Approve the Resolution.

EFFECTIVE:
SUBJECT: Aircraft Rescue and Fire Fighting Procedures
1. PURPOSE: This Letter of Agreement (LOA) establishes procedures for alerting Aircraft
Rescue and Fire Fighting (ARFF) at Pueblo Memorial Airport.
2. CANCELLATION: Letter of Agreement same parties/subject, dated October 7, 2013.
3. SCOPE: The procedures outlined herein are for use between Pueblo Airport Traffic Control
Tower (PUB ATCT), ARFF, and the City of Pueblo Department of Aviation, Pueblo Memorial
Airport (Airport Operations).
4. RESPONSIBILITIES:
a. PUB ATCT is responsible for approving/disapproving operations and the movement of
vehicles, aircraft, and personnel in the movement areas.
b. When released by PUB ATCT, the ARFF Incident Commander (ARFF IC) assumes
responsibility for the affected movement areas and emergency site.
c. The ARFF IC is responsible for determining the amount of equipment and number of
personnel responding to the alert.
d. Airport Operations is responsible for issuing Notices to Airmen (NOTAMs) concerning
the affected movement area.
e. Each signatory is responsible for compliance by personnel under their authority with the
provisions contained herein. Training both initial and recurrent of involved personnel is also
the responsibility of the signatories.
f. Each signatory is responsible for retaining a copy of the current Crash Grid Map
available for aircraft incidents occurring outside of the landing surfaces.
5. PROCEDURES:
a. General.
(1) Local Control 1 (Tower 1) frequency 119.1 is designated the Discrete Emergency
Frequency (DEF). The DEF will be utilized for communication between Tower 1, the
emergency aircraft, the ARFF IC, and Airport Operations.
(2) Any vehicle utilized by the ARFF IC or any Airport Operations vehicle that will
proceed to the emergency site must have a radio with the following channels preset and
labeled:
(a) Ground Control: 121.9
(b) Tower 1: 119.1
(c) Tower 2: 123.67

b. PUB ATCT must:
(1) During operational hours, alert ARFF when a potential or actual emergency exists in
the opinion of any one of the following:
(a) The air traffic specialist on duty.
(b) The pilot of the aircraft concerned.
(c) The operator of the aircraft or their representative.
(d) A representative of airport management.
(2) Use the following terms to describe the urgency of the situation for initial ARFF
notification:
(a) Alert I - Aircraft approaching the Airport with minor difficulty.
(b) Alert II - Aircraft approaching the Airport with major difficulty.
(c) Alert III - Aircraft involved in an accident on or near the Airport
(3) For Alert I, II, and III notify ARFF via the Crash Phone.
(4) As soon as possible, provide ARFF with the following:
(a) Number of people on board - passengers and crew.
(b) Nature of emergency.
(c) Aircraft type.
(d) Fuel remaining.
(5) After ARFF has been alerted, notify a representative of Airport Management utilizing
one of the following:
(a) Ground Control (GC) frequency 121.9.
(b) Airport Operations (719) 320-2710.
(6) After ARFF responds on GC 121.9, provide additional information to include aircraft
location or landing runway, estimated time of arrival, or any other pertinent information.
(7) Advise the ARFF IC when the emergency aircraft is next to land.
(8) Switch all non -emergency airborne aircraft to Local 2 frequency 123.67 and utilize
the DEF for emergency communication.
(9) Resolve air traffic and/or vehicle conflicts, then authorize access to and release
control of the affected movement area to the ARFF IC.

(10) Initiate a test of the crash phone between 7:30 and 8:00 a.m. local daily.
c. ARFF IC must:
(1) After receiving the alert, exit the fire station and immediately contact PUB ATCT GC
on 121.9 for clearance to proceed to a standby location of their choosing.
(2) When instructed by GC, change to Tower 1/DEF and await clearance to enter the
runway. Tower I will advise the ARFF IC when the emergency aircraft is next to land
and then direct ARFF onto the runway when appropriate. Unless additional restrictions
are issued, the ARFF IC assumes control of the affected movement area and emergency
site when directed onto the runway.
(3) After entering the runway, utilize the DEF for communication with PUB ATCT and
the emergency aircraft. PUB ATCT will direct other air traffic to 123.67.
(4) Relay information to the emergency aircraft regarding the external status of the
aircraft, whether evacuation is recommended, and other hazards that may not be readily
apparent to the pilot or PUB ATCT.
(5) In order to facilitate reopening of the runway, clear Airport Operations vehicles to
enter the area as soon as it is safe to do so.
d. Airport Operations must:
(1) Contact GC for clearance to proceed onto the movement area. GC will instruct
operations vehicles where to standby and when to change to the Tower 1/DEF for
clearance onto the runway
(2) Issue a NOTAM opening/closing the affected movement area as needed.
