A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2026 GENERAL
FUND BUDGET TO GRASSROOTS GRAVEL LTD IN THE
AMOUNT OF $750 TO SPONSOR GRASSROOTS GRAVEL ON
OCTOBER 9-10, 2026, AT ALAN HAMEL AVE. & MAIN ST.

BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1 _
Payment in the amount of $750 from the Council Contingencies Account in the 2026
General Fund Budget is authorized to be paid to Grassroots Gravel LTD to sponsor the
Grassroots Gravel on October 9-10, 2026, at Alan Hamel Ave. & Main St. from 2:00 - 10:00 PM.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3
This Resolution shall become effective upon passage and approval.

SUMMARY:
Attached for consideration is a request for support of Grassroots Gravel LTD in the
amount of $500 to sponsor Grassroots Gravel on October 9-10, 2026, at Alan Hamel
Ave. & Main St. from 2:00 - 10:00 PM.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
City Council Member Brett Boston is requesting $500 to sponsor Grassroots Gravel
LTD's Grassroots Gravel. The event will take place on October 9-10, 2026, at Alan
Hamel Ave. & Main St. from 2:00 - 10:00 PM.
Grassroots Gravel's mission is to create a top -tier event and festival that creates
opportunities for all to participate in biking and the outdoors while also creating a
significant impact on the local economy, regional reputation, and wellness of the people
living right in Pueblo.
The Grassroots Gravel event comprises two days of activity: On Friday, October 9th
there will be an expo and festival featuring outdoor industry vendors, skills clinics, and
local food vendors right in the PURA lot. In the later afternoon there will be a family -
friendly (and free) social ride starting and ending at the festival. On Friday evening,
there will be a concert that is free to the community, featuring regional and statewide
acts. On Saturday, the main race and rides depart from downtown starting at 8am.

Rider maximum capacity will be set at 1,500 (the event has filled every year for the past
three years at 400, 850, and 1,200 riders respectively). Courses range from 15 to 113
miles in length. The courses depart town and head west toward Beulah on Pueblo
County's gravel roads, with the longest course going all the way past Rye and Colorado
City before returning to downtown. The festival will run all day Saturday as well, with a
celebration of every finisher at the finish line.
Their organization also donated to Red Creek Volunteer Fire & Rescue ($1,500),
Nature & Wildlife Discovery Center ($1,300), First Responders admissions stipends at
CSU-Pueblo ($450), Palmer Land Conservancy ($150), and distributed $2,000 in Ride
Together Grants. They also provided in -kind support including equipment,
merchandise, registrations, and educational programming exceeding $10,000 to
nonprofits including the Boys & Girls Club of Pueblo County, Adaptive Adventures, Ride
For Racial Justice, Pueblo Zoo, Pueblo Latino Chamber, and Mile High 360.
Sponsorship funds will be used to directly support the expo and concert, which are both
free to the public. The two-day festival takes place in the PURA parking lot (right next to
SRDA). The expo (Friday & Saturday) and concert (Friday night) will feature learning
opportunities, social riding opportunities for all ages, live music and arts, and
professional production that makes it possible to highlight and fully appreciate our
incredible community and setting. In 2025, the event had 1,200+ riders from 24 states
and Canada, with over 2,000 total participants.
In 2025, the event cost approximately $150,000 to host, and due to the overall
increased price of goods, and increased investment in operations as they scale the
event, the estimated cost this year is $200,000. Registration fees for the race & rides on
Saturday range from $81.13 for an individual to $374.00 for a team. Riders who wish to
participate but are limited by financial barriers are also able of apply for their Ride
Together Grant, which can cover registration, travel expenses, and nutrition &
equipment support. The final profit / Founder & Director's salary last year was $30,000.
FINANCIAL IMPLICATIONS:
Payment of funds in the amount of $500 would be paid from the Council Contingencies
Account in the 2026 General Fund Budget to Grassroots Gravel LTD.
