RESOLUTION NO. 16395
A RESOLUTION RATIFYING THE JOINT PUEBLO-BOONE
APPOINTMENT OF A MEMBER TO SERVE ON A BOARD OF
APPEAL OF THE SOUTHERN COLORADO BUILDING
COMMISSION (SCBC)
WHEREAS, the Town of Boone and Mayor Heather Graham have requested ratification
by the City Council of their joint appointment of Robert Vigil to the Southern Colorado Building
Commission; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Robert Vigil is hereby jointly appointed to the Southern Colorado Building Commission
Mechanical Board of Appeal to serve a three-year term expiring July 1, 2029 in the contractor
position.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Resolution to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUBJECT: A RESOLUTION RATIFYING THE JOINT PUEBLO-BOONE
APPOINTMENT OF A MEMBER TO SERVE ON A BOARD OF APPEAL
OF THE SOUTHERN COLORADO BUILDING COMMISSION (SCBC)
SUMMARY:
This resolution ratifies the joint Pueblo -Boone appointment of members to serve on the
Boards of Appeal of the Southern Colorado Building Commission (SCBC).
PREVIOUS COUNCIL ACTION:
Council passed Ordinance No. 11081 on November 24, 2025 approving the IGA for the
operation of the Southern Colorado Building Department and setting the composition of
the Southern Colorado Building Commission. Council also ratified the joint appointment
of the Southern Colorado Building Commission (SCBC) members.
BACKGROUND:
Due to the term expiration of Robert Vigil, there is one position available for a contractor
to serve on the Mechanical Board of Appeals. Mr. Vigil is eligible for reappointment.
FINANCIAL IMPLICATIONS:
This is a volunteer commission and members serve without compensation.

ALTERNATIVES:
City Council in agreement with the Town of Boone could remove the Resolution from
the Agenda, and reevaluate the applications or request that the recruitment process be
extended in order to receive additional applications for consideration.
RECOMMENDATION:
Approval of the Resolution.
