AN ORDINANCE APPROVING AND ACCEPTING A GRANT
FROM THE COLORADO DEPARTMENT OF LOCAL AFFAIRS IN
THE AMOUNT OF $200,000.00 TO PROVIDE HOMEOWNER
REHABLITATION; AUTHORIZING THE MAYOR TO SIGN THE
GRANT AGREEMENT, ESTABLISHING PROJECT HS2602, AND
BUDGETING AND APPROPRIATING $200,000.00 TO PROJECT
NO. HS2602
WHEREAS, investment in homeowner
housing stock, preventing displacement, and
safely housed in their homes; and
rehabilitation is essential to preserving existing
ensuring that long-term residents can remain
WHEREAS, the City of Pueblo recognizes that a significant number of homes within the
community are aging and in need of substantial repair, rehabilitation, and safety improvements;
and
WHEREAS, the City Council finds that expanding and supporting homeowner
rehabilitation programs serves a vital public purpose, strengthens community health and
stability, and directly supports Pueblo's long-term housing objectives; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Grant Agreement Number 35294 ("Agreement") between the City of Pueblo, a Municipal
Corporation, and the Colorado Department of Local Affairs, to assist with the rehabilitation of
low to moderate income homeowners primary residence, a copy of which is attached hereto,
having been approved as to form by the City Attorney, is hereby approved_
SECTION 2.
The Mayor is hereby authorized to execute said Agreement on behalf of the City of
Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of
the City thereto and attest the same.
SECTION 3.
Project No. HS2602 is hereby established.
SECTION 4.
Funds in the amount of $200,000.00 shall be accepted pursuant to the Agreement and
budgeted and appropriated to Project No. HS2602.

SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is an Ordinance approving and accepting a grant in the amount of
$200,000.00 from the Colorado Department of Local Affairs to provide minor repairs to
low/moderate income homeowners. This Ordinance establishes, budgets and
appropriates the grant funds to Project No. HS2602 and authorizes the Mayor to sign
the Grant Agreement.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The City of Pueblo faces significant blight and deteriorating housing conditions, with an
average home age exceeding 56 years, twenty years older than the Colorado statewide
average of 36 years. This gap highlights an urgent need to preserve and rehabilitate
our existing housing stock. Pueblo already operates several long-standing homeowner
repair programs, supported by both local and federal dollars, and this grant will enable
us to harness Proposition 123 resources to expand those efforts. By injecting new
funding into proven repair initiatives, we can accelerate critical rehabilitation, reduce
blight, and protect the health and safety of our most vulnerable homeowners.

FINANCIAL IMPLICATIONS:
There are no matching funds required for this grant. Accepting this grant will bring
additional funding to the City to repair the aging housing stock.
