A RESOLUTION OF THE CITY OF PUEBLO IN SUPPORT OF
AN APPLICATION TO HOUSING AND URBAN DEVELOPMENT
TO SUBMIT A PATHWAYS TO REMOVING OBSTACLES TO
HOUSING (PRO) GRANT APPLICATION OF UP TO $10,000,000
TO SUPPORT INFRASTRUCTURE EXPANSION AND BLIGHT
REMOVAL EFFORTS
WHEREAS, the U.S. Department of Housing and Urban Development's PRO Grant
Program provides critical resources to communities striving to overcome persistent barriers to
housing production, affordability, neighborhood stability, and community development; and
WHEREAS, the PRO Grant Program places particular emphasis on expanding
homeownership opportunities for households earning at or below 100 percent of the area
median income; and
WHEREAS, the City of Pueblo has identified significant priority needs including aging
and insufficient infrastructure, as well as widespread blight affecting numerous low- to
moderate -income neighborhoods; and
WHEREAS, in recent years the City of Pueblo has taken proactive steps to reduce
barriers to housing development and promote neighborhood reinvestment;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City of Pueblo supports a grant application to Housing and Urban Development for a
Pathways to Removing Obstacles to Housing (PRO) grant program up to $10,000,000.

Attached is a Resolution in support of the City's application to Housing and Urban
Development for a Pathways to Removing Obstacles to Housing (PRO) grant program
up to $10,000,000.

BACKGROUND:
The HUD PRO Grant Program provides critical resources to communities working to
overcome persistent obstacles related to housing production, affordability,
neighborhood stability, and community development. The program places particular
emphasis on expanding homeownership opportunities for households earning at or
below 100% of the area median income.
The City of Pueblo has identified several priority needs, including aging or insufficient
infrastructure and widespread blight in many low- to moderate -income neighborhoods.
Addressing these challenges is essential to advancing housing development and
improving overall neighborhood conditions.
In recent years, the City of Pueblo has taken meaningful, proactive steps to reduce
barriers to housing development and promote neighborhood revitalization. These

actions include:
• Updating the Unified Development Code (currently underway) to reduce unintended
delays or restrictive requirements.
• Streamlining permitting procedures to improve efficiency and reduce costs for
applicants.
• Implementing policy changes and long-range planning efforts aimed at supporting
infill development, improving infrastructure coordination, and encouraging reinvestment
in underutilized areas.
• Strengthening collaboration with regional partners and service providers to better
align housing, infrastructure, and community development initiatives.
• Establishing a fast -track entitlement process for affordable housing developments.
• Modernizing local codes to promote housing production, including allowing
accessory dwelling units (ADU's).
The City's PRO Grant proposal has two primary objectives:
1. Expand infrastructure capacity to support housing developments where
prohibitive infrastructure costs currently prevent projects from moving forward,
unlocking a significant number of potential housing units.
2. Support substantial blight removal efforts necessary to prepare sites for
future housing development where financial feasibility cannot otherwise be
achieved.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City in passing this Resolution.

City Council could choose not to publicly support this grant application.
