AN ORDINANCE APPROVING, ACCEPTING, BUDGETING, AND
APPROPRIATING A UNITED STATES DEPARTMENT OF
TRANSPORTATION GRANT CO-2026-010 ADMINISTERED BY
THE FEDERAL TRANSIT ADMINISTRATION, AWARD, AND
APPLICABLE CONDITIONS PERTAINING THERETO,
BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND THE FEDERAL TRANSIT
ADMINISTRATION ESTABLISHING PROJECT NO. BC2601,
BUDGETING AND APPROPRIATING $15,687,944 DOLLARS
AND AUTHORIZING THE MAYOR TO EXECUTE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Awarding of the 5339 Lo/No Emissions Grant to the City of Pueblo, Pueblo Transit,
a true copy of which is attached hereto, is hereby approved and accepted in accordance with its
terms and conditions
SECTION 2.
The Mayor of the City is authorized to execute the Grant Award acceptance in the name
of and on behalf of the city, and the Mayor is authorized to execute any and all other
certifications, assurances and other documents associated therewith
SECTION 3.
Project Number BC2601 is hereby established, to the extent not already established,
and the sum of $15,687,944 from United States Department of Transportation Grant CO-2026-
010 is hereby budgeted and appropriated to Project Number BC2601, therefore
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached Award to effectuate the policies
and procedures described herein
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council

SUMMARY:
Attached is a Grant Award CO-2026-010 between the City of Pueblo, a Colorado
Municipal Corporation and the Federal Transit Administration for $15,687,944.
PREVIOUS COUNCIL ACTION:
No previous Council actions.
BACKGROUND:
The City of Pueblo was awarded a 5339 LO/NO Emissions grant for $15,687,944 to
replace 12 transit buses that have exceeded useful life and expand the fleet with 4
additional buses and complete necessary workforce development training for this
transition to a new hybrid vehicle fleet. The grant provided is 80%, with a 20% match.
The grant scope of work includes the following project:

FINANCIAL IMPLICATIONS:
This Ordinance requires no expenditure of City funds and imposes no cost on the City.
The Federal share of the project is matched by State funds, and no City match is
required.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board recommends approval.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
The alternative, should this Ordinance not pass, is for the City of Pueblo to not be able
to replace and expand the bus fleet that has exceeded its useful life and to complete the
workforce training that goes with this project.
RECOMMENDATION:
Approval of the Ordinance.
