RESOLUTION NO. 16367
A RESOLUTION RATIFYING AN EMERGENCY
CONSTRUCTION CONTRACT IN THE AMOUNT OF $12,004.95
WITH PARKER EXCAVATING, INC., FOR EMERGENCY
SANITARY SEWER POINT REPAIR AT 501 N ELIZABETH,
PROJECT NO. 24-033 (WWAN03) AND APPROVING THE
PURCHASING AGENT'S EXECUTION OF THE SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Mayor in
accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the
2024-2026 multi -year point repair contract; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1
City Council ratifies and approves the contract for repair of the sanitary sewers at 501 N
Elizabeth. With Parker Excavating, Inc., Project No. 24-033 (WWAN03) — Emergency Point
Repair awarded to said bidder in the total amount of $12,004.95 including contract change
order.
SECTION 2.
Funds for Project 24-033 (WWAN03) — Emergency Point Repair shall be from the
Sewer User Fund.
SECTION 3.
The Purchasing Agent was authorized to execute said contract on behalf of Pueblo, a
Colorado Municipal Corporation, and the City Clerk properly affixed the seal of the City thereto
and attested the same.
SECTION 4
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution and the contract to implement the transactions described
therein. Furthermore, all actions previously taken by officers and staff of the City consistent with
the contract, including a contract change order in the amount of $6,593.95 and any other
payment authorized under the contract are hereby ratified.

SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution ratifies and approves award of a construction contract to Parker
Excavating, Inc., for emergency sanitary sewer point repairs at 501 N Elizabeth.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
During routine inspection, the wastewater department collection crew discovered a pipe
segment with a large void, allowing for soil to collapse and creating a possible
blockage. The defect increased the risk of the pipe backing up and causing further
issues. Because of the nature of the defect, emergency repairs needed to begin work
immediately.
The repair work was performed under the Sanitary Sewer Point Repair multi -year
contract under which two contractors were qualified via competitive bid. An estimate
was prepared, and Parker Excavating was the lowest bidder and accepted the work.
The cost breakdown for the project is as follows:

FINANCIAL IMPLICATIONS:
Funding for this project came from the sanitary sewer rehabilitation budget funded by
the Sewer User Fund. Funding was available and had been budgeted, appropriated,
and allocated to Project No. 24-033 (WWAN03) — Emergency Point Repair.
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Not approve the Resolution would require a finding that there was not an emergency
condition.
RECOMMENDATION:
Approval of the Resolution.
