RESOLUTION NO. 16360
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $412,573.65 TO RUSS GRADING &
EXCAVATING, LLC, FOR PROJECT NO. 26-029,
STORMWATER IMPROVEMENTS - PIKES PEAK PARK,
SETTING FORTH $85,000 FOR CONTINGENCIES, AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME
WHEREAS, competitive bids for Account Project No. 26-029 Stormwater Improvements
- Pikes Peak Park project have been received and examined; and
WHEREAS, the proposal of Russ Grading & Excavating, LLC, was the lowest of those
bids determined to be responsive, and the Committee of Awards recommends to the City
Council that it authorize Account Project No. 26-029 Stormwater Improvements - Pikes Peak
Park project to be performed; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council authorizes Account Project No. 26-029 Stormwater Improvements -
Pikes Peak Park project, to be performed, and the contract for said project is hereby awarded to
Russ Grading & Excavating, LLC, in the amount of $412,573.65.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work......... $85,000.00
SECTION 4.
Funds for Account Project No. 26-029 in the amount of $497,573.65 shall be from
Capital Project No. HU2605 - Sun Mountain Drainage Project.
SECTION 5.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance to implement the policies and procedures described herein.

SECTION 6.
This Ordinance shall become effective immediately upon passage and approval.

SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE
AMOUNT OF $412,573.65 TO RUSS GRADING & EXCAVATING, LLC,
FOR PROJECT NO. 26-029, STORMWATER IMPROVEMENTS - PIKES
PEAK PARK, SETTING FORTH $85,000 FOR CONTINGENCIES, AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution awards a construction contract to Russ Grading & Excavating, LLC, for
Project No. 26-029 Stormwater Improvements - Pikes Peak Park.
PREVIOUS COUNCIL ACTION:
Resolution 16327, dated May 11, 2026, established a new Project Account HU2605,
Sun Mountain Drainage and transferred funds in the amount of $500,000.00 from
HUAN01 Street Resurfacing to HU2605 Sun Mountain Drainage.
BACKGROUND:
In general, this stormwater improvement project will consist of installation of storm
sewer pipe, headwall and wingwalls, fine grading of a detention/water quality pond,
installation of riprap trickle channels, and native vegetation establishment of the
detention/water quality pond. Sun Mountain Blvd development requires that the
detention facility improvements of Pikes Peak Park Subdivision be completed before
Sun Mountain Boulevard can be built.
These improvements were designed back in 2023 with the Pikes Peak Park Subdivision
that currently has not been developed. With the construction of Sun Mountain Blvd from
24th St to 31st St scheduled for this year, these improvements are necessary to safely
convey stormwater flows and serve the road for flood control and water quality, per the
City of Pueblo Stormwater Criteria and MS4 permit requirements.
The City of Pueblo is constructing a new asphalt runway facility for scale model aircraft
at the Honor Farm site. The construction project is being awarded to Tony J. Beltramo

& Sons, Inc.
FINANCIAL IMPLICATIONS:
Funding in the amount of $497,573.65 (contract and contingencies) shall be paid from
HU2605, Sun Mountain Drainage.

None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this Resolution will cancel the project.
RECOMMENDATION:
Approval of the Resolution.
