ORDINANCE NO. 11204
AN ORDINANCE DESIGNATING 515 W NORTHERN AVE,
IANNE'S PIZZERIA, AS A LOCAL HISTORIC LANDMARK
WHEREAS, the City of Pueblo's Historic Preservation Code, Chapter 14, Title IV, states
that the City shall identify, designate, and preserve those buildings, objects, monuments,
structures and sites which reflect outstanding elements of the community's architectural and
cultural heritage; and,
WHEREAS, the present application was initiated by the applicant, Wendy Raso, and the
City's Historic Preservation Commission has reviewed the application for designation of 515 W
Northern Ave, lanne's Pizzeria, as a Local Historic Landmark and has recommended to the
Planning and Zoning Commission the designation of this resource; and,
WHEREAS, the City Planning and Zoning Commission has reviewed the Historic
Preservation Commission's recommendation and the designation application and submitted its
recommendation for the landmark designation to Council; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council finds and determines that 515 W Northern Ave, Pueblo, Colorado, has
special historic importance as part of the development, heritage, and culture of Pueblo, thus
qualifying under landmark criteria 1A as defined in the Pueblo Historic Preservation Code
Section 4-14-8.
SFCTION 2
The City Council hereby designates 515 W Northern Ave, lanne's Pizzeria, as a local
Pueblo Historic Landmark, subject to the benefits, obligations, and restrictions resulting from
such designation as described in Chapter 14, Title IV of the Pueblo Municipal Code.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of the Ordinance to implement the policies and procedures described herein
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
The applicant is requesting to designate 515 W Northern Ave, lanne's Pizzeria, as a
local landmark.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The property owners of 515 W. Northern Ave., the site of lanne's Pizzeria, are
requesting the designation of their property as a Local Historic Landmark. Their
application narrative proposes that the site is eligible to be designated as a landmark
under criteria 1A, Special historic interest or importance, more specifically, lane's Pizza
has significant character, interest, or value as part of the development, heritage, or
cultural characteristics of the City. In summary, the application claims that the pizzeria
was the first to introduce pizza to Pueblo and that it was one of the first to utilize the
"take-out" restaurant structure. The pizzeria is located in the Bessemer neighborhood,
and the application cites that it served workers from the nearby CF&I Steel Mill,
neighborhood residents, and the surrounding Pueblo community. It also notes that the
restaurant has been owned by three generations of the Ianne family since its inception
in 1945 under its original name, the Bessemer Drive -In.
FINANCIAL IMPLICATIONS:

BOARD/COMMISSION RECOMMENDATION:

The Historic Preservation Commission, at their April 15, 2026 Regular Meeting, voted
7-0 to recommend approval.
The Planning and Zoning Commission, at their May 13, 2026 Regular Meeting, voted 7-
0 to recommend approval.
STAKEHOLDER PROCESS:
The application was reviewed at a public hearing held by the Pueblo Historic
Preservation Commission on April 15, 2026. The hearing was noticed in the Pueblo
Chieftain and a public notice poster was displayed on the site 14 days before the
hearing date.
The application was also reviewed by the City of Pueblo Planning and Zoning
Commission at their May 13, 2026 meeting.
ALTERNATIVES:
If City Council does not approve this Ordinance, 515 W Northern Ave will not be
designated as a Local Historic Landmark.
Upon request of City Council, the Ordinance could be returned to the Historic
Preservation Commission and the Planning and Zoning Commission for consideration
of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
