PREVIOUS COUNCIL ACTION: None. BACKGROUND: The subject property, 634 Goodnight Ave., is a 4,968 sq ft former Mennonite Church on a 16,500 sq ft lot, east of City Park, in the Aberdeen Neighborhood. The church was built in 1959 and operated as such until 2023 when the property was purchased by 1 Legacy Investments. The subject property was zoned into Sub -Regional Business (B- 2) District in early 2025, as that buyer had intended to convert the former church building into an office/studio space. Now, since that change in use never occurred, the property owner is requesting to rezone into a Single -Family Residential (R-2) District in order to convert the commercial building into a single-family home. The surrounding neighborhood is residential, and the intended future land use of the subject property and adjacent block is residential. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their May 13, 2026, Regular Meeting, voted 7-0 to recommend approval. Docusign Envelope ID: 06115299-F459-8C89-8018-F15D13014688 STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance the property will not be rezoned in accordance with the Pueblo Municipal Code. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1.
