FROM AGRICULTURAL (A-1) TO MULTIPLE RESIDENTIAL AND OFFICE (R-5) ZONE DISTRICT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The zoning restrictions covering the following described property, and in addition half of all adjacent dedicated roadway and alley rights -of -way, together generally identified in the attached Rezone Exhibit, is hereby changed from Agricultural (A-1) to Multiple Residential and Office (R-5) Zone District: LOT 2 BLK 1 PUEBLO SPRINGS APARTMENTS SUBDIVISION SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective immediately upon final action by the Mayor and City Council. FROM AGRICULTURAL (A-1) TO MULTIPLE RESIDENTIAL AND OFFICE (R-5) ZONE DISTRICT SUMMARY: Rezone 4.7-acres located at 3210 W. 31 st St. from Agricultural (A-1) to Multiple Residential and Office (R-5) Zone District PREVIOUS COUNCIL ACTION: None. BACKGROUND: The applicant is requesting to rezone the subject property, 3210 W. 31 st St., from an Agricultural (A-1) to Multiple Residential and Office (R-5) Zone District. The subject property is just east of N. Pueblo Blvd. and is currently an undeveloped lot. The subject property was annexed into the city in November of 2021 and rezoned Agricultural (A-1) as an interim zoning classification until the time of development, as allowed by the approved Annexation Agreement (A-21-01). In December of 2021 the property was subdivided into two lots, a 13.85-acre lot to facilitate Phase I of the Pueblo Springs Apartments, and a 4.7-acre lot for Phase II of the Pueblo Springs Apartments. Phase I of the apartments was completed in December 2025. The applicant now intends to build Phase II of the Pueblo Springs Apartments on the property, requiring a rezoning to do so. The area is designated as Urban Residential Future Land Use Category, which allows for garden apartments along collector and arterial roads. The proposed Pueblo Springs Apartments are situated at the southeast corner of W. Pueblo Boulevard, an expressway, and W. 31st St., a collector, and are three stories with ample outdoor recreation amenities. Phase 11 of the Pueblo Springs Apartments will provide 113 Docusign Envelope ID: 1C9F5833-D488-86D4-809A-16467F28E253 dwelling units within six three-story buildings. The immediate area is now home to several large multifamily developments, Phase I of the Pueblo Springs Apartments, a senior living community, and a market rate apartment complex. The adjacent properties to the south and east are all vacant land and as such there is no negative impact to surrounding residential neighborhoods. The R-5 Zoning and apartment complex are well situated for direct access to Pueblo Boulevard and Highway 50. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their May 13, 2026, Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance the property will not be rezoned in accordance with the Pueblo Municipal Code. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1.
