HomeMy WebLinkAbout11183ORDINANCE NO. 11183 AN ORDINANCE APPROVING THE CONTRIBUTION OF $215,000 IN SUPPORT OF THE FALLEN OFFICER MEMORIAL, ESTABLISHING PROJECT CI2615 - FALLEN OFFICER MEMORIAL, TRANSFERRING $150,000 FROM PUEBLO POLICE DEPARTMENT WAGES/POLICE SERVICE ACCOUNT 10120502-51030 TO PROJECT CI2615, AND TRANSFERRING FUNDS IN THE AMOUNT OF $65,000 FROM PROJECT ACCOUNT CI2113 - ARPA INTEREST TO PROJECT CI2615 WHEREAS, the City of Pueblo supports the construction of the Fallen Officer Memorial on the Historic Arkansas Riverwalk of Pueblo; and WHEREAS, the total estimated project cost is approximately $390,000, including roughly $120,000 raised through private fundraising; and WHEREAS, the City intends to contribute funds to the Pueblo Fallen Peace Officer Memorial Foundation by utilizing available American Rescue Plan Act (ARPA) interest revenue from Project CI2113 and salary savings within the Pueblo Police Department; and WHEREAS, sufficient funds exist in the Pueblo Police Department Wages/Police Service Account and in Project CI2113 ARPA Interest to support transfers totaling $215,000 for the establishment of Project CI2615 Fallen Officer Memorial; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project CI2615 Fallen Officer Memorial is hereby established in the Capital Improvement Fund for the purpose of supporting the construction of the Fallen Officer Memorial through a contribution to the Pueblo Fallen Peace Officer Memorial Foundation. SECTION 2. Dollars ($150,000) from the Pueblo Police Department Wages/Police Service Account 10120502-51030 into Project CI2615. SECTION 3. -Five Thousand Dollars ($65,000) from Project CI2113 ARPA Interest into Project CI2615. SECTION 4. The officers and staff of the City are authorized to disburse project funds from Project CI2615 to the Pueblo Fallen Peace Officer Memorial Foundation for costs associated with the construction of the Fallen Officer Memorial, and to execute any documents necessary to effectuate such contribution. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance to implement the transfers and Project CI2615 as described herein. SECTION 6. This Ordinance shall become effective immediately upon final passage and approval. Action by City Council: Introduced and initial adoption of Ordinance by City Council on May 26, 2026. PREVIOUS COUNCIL ACTION: The City has previously participated in capital projects leveraging ARPA interest and departmental salary savings transfers. BACKGROUND: The Fallen Officer Memorial is a community-supported initiative honoring law enforcement officers who have lost their lives in the line of duty. The total project cost is estimated at approximately $390,000. To date, community fundraising efforts have generated roughly $120,000 toward this goal. Additional contributions are anticipated from partnering agencies in support of the project. from available salary savings within the Pueblo Police Department and from ARPA interest revenue already allocated within the Capital Improvement Fund under Project CI2113. Establishing Project CI2615 will allow the City to consolidate funding for budgeting and financial tracking of the Memorial project. FINANCIAL IMPLICATIONS: This Ordinance transfers: 10120502-51030 to Project CI2615; and ARPA Interest to Project CI2615. No additional Fund appropriations are required. All transfers are from existing, available balances. BOARD/COMMISSION RECOMMENDATION: N/A STAKEHOLDER PROCESS: N/A ALTERNATIVES: City Council may choose not to authorize the establishment of the project or not to participation in the Fallen Officer Memorial project.
