AN ORDINANCE ACCEPTING, APPROVING AND
AUTHORIZING THE MAYOR TO EXECUTE LPC-24-055
PUEBLO AFFORDABLE HOUSING PROCEDURE UPDATES
STATE OF COLORADO GRANT AGREEMENT MODIFICATION,
GRANT AGREEMENT AMENDMENT #1., AND BUDGETING
AND APPROPRIATING INCENTIVE FUNDS IN THE AMOUNT
OF $50,000 INTO PL2402
WHEREAS, the State of Colorado Department of Local Affairs has awarded incentive
funds through LPC-24-055 Pueblo-Affordable Housing Procedure Updates, State of Colorado
Grant Agreement Modification, Grant Agreement Amendment #1 to the City of Pueblo; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Incentive Fund Award, LPC-24-055 Affordable Housing Procedure Updates, State
of Colorado Grant Agreement Modification, Grant Agreement Amendment #1 in the amount of
$50,000 are hereby budgeted and appropriated for the LPC-24-055 Affordable Housing
Procedures Updates, Project No. PL2402.
SECTION 2.
The State of Colorado Grant Agreement Modification, Grant Agreement Amendment #1,
having been approved by the City Attorney, is hereby approved.
SECTION 3.
The Mayor is authorized to execute and deliver the LPC-24-055 Affordable Housing
Procedure Updates, State of Colorado Grant Agreement Modification, Grant Agreement
Amendment #1 in the name of the City and the City Clerk is directed to affix the seal of the City
thereto and attest same.
SECTION 4.
The Mayor is authorized to perform any and all acts consistent with the intent of this
Ordinance, the Incentive Award, Amendment #1, to implement the policies and procedures
described therein including without limitation authorization of payments pursuant to and subject
to the requirements of Amendment #1.
SECTION 5.
This Ordinance shall become effective immediately upon final action by the Mayor and
City Council.

THE AMOUNT OF $50,000 INTO PL2402
SUMMARY:
This Ordinance budgets and appropriates additional incentive funds in the amount of
$50,000, which was awarded by the State of Colorado Department of Local Affairs
(DOLA) for adopting an Expedited Review Process for affordable housing. This
Ordinance also amends the LPC-24-055 Pueblo-Affordable Housing Procedure
Updates Grant work description to include funding for professional development; hiring
a temporary staff person in the Planning and Community Development Department to
research and draft the required Strategic Growth Element for the Pueblo Regional
Comprehensive Plan; and hiring a full-time Housing and Citizen Service Coordinator
Position to launch a new program addressing vacant and blighted housing stock.
PREVIOUS COUNCIL ACTION:
Ordinance No. 10862 establishing the Pueblo Affordable Housing Procedures
Updates, Project No. PL2402, was originally approved on December 23, 2024. The
Ordinance budgeted and appropriated $24,000 in matching funds for the Project.
Ordinance No. 11013, approved on August 11, 2025, updated Project No. PL2402 by
budgeting and appropriating additional funds in the amount of $96,000 from the State
of Colorado Department of Local Affairs LPC-24-055, Pueblo Affordable Housing
Procedure Updates.
BACKGROUND:
The Planning and Community Development Department developed and approved an
Expedited Review Process for Affordable Housing Projects as part of the
Commitment to participate in Proposition 123, Resolution No. 16202, December 22,
housing within the City of Pueblo. The Colorado Department of Local Affairs awarded
the City an additional $50,000 in grant funding to be included in the LPC-24-055-
Pueblo Affordable Housing Procedure Updates Grant award for completing the
Expedited Review Process for Affordable Housing. A portion of the additional grant
funds from DOLA will be used by the Planning and Community Development
Department for professional development related to affordable housing; and to hire
one temporary staff person to research and draft an update to the Pueblo Regional
Comprehensive Plan in accordance with the State Sustainable Affordable Housing
Assistance (SB24-174). The proposed Strategic Growth Element comprehensive plan
additions are intended to guide the adoption of local policies related to affordable
housing and incentivize affordable housing development. This Ordinance also amends
the approved LPC-24-055 Grant Agreement Work Plan to facilitate hiring a full-time
Housing and Citizen Service Coordinator to launch a program addressing vacant or
blighted housing stock and managing renovation or redevelopment of these homes.
