HomeMy WebLinkAbout11188ORDINANCE NO. 11188 AN ORDINANCE AMENDING THE FISCAL YEAR 2026 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION ENTITLED HOUSING REDEVELOPMENT PROGRAM COORDINATOR TO THE AUTHORIZED STAFFING OF THE HOUSING AND CITIZEN SERVICES DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the City of Pueblo Department of Housing and Citizen Services; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. 2026 Staffing Ordinance, is amended as follows: Housing & Citizen Services Director Housing & Citizen Services 1 Administrative Technician 1 Community Development Specialist 1 Housing/Community Development Coordinator II 1 Housing and Community Development Specialist 1 Housing Redevelopment Program Manager 1 Total \[5\] 6 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate any transactions described therein. SECTION 3. This Ordinance shall be deemed to amend the Fiscal Year 2024 Budget and staffing with effective on the date of final action by the Mayor and City Council. Ordinance re-adopted on a vote of ____________, on _____________ ____________________________ President of City Council ATTEST ________________________________ City Clerk City Clerk's Office Item # R5 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: June 8, 2026 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Clyde Bishop, City Clerk FROM: Bella Trujillo, Director of Human Resources Melissa Cook, Director Department of Housing & Citizen Services SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2026 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION ENTITLED HOUSING REDEVELOPMENT PROGRAM COORDINATOR TO THE AUTHORIZED STAFFING OF THE HOUSING AND CITIZEN SERVICES DEPARTMENT SUMMARY: The Housing & Citizen Services Department requests to add one full-time position to develop, manage and administer the housing redevelopment program by leading strategic initiatives to eliminate blight, stabilize neighborhoods, and catalyze reinvestment using public sector and private sector financing tools. PREVIOUS COUNCIL ACTION: On December 8, 2025, Ordinance No. 11084 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2026. BACKGROUND: The City has identified over 200 long-term vacant residential properties requiring significant rehabilitation or demolition. Many of these properties are unlikely to be redeveloped without direct government intervention. To address this, the Department of Housing and Citizen Services has identified a viable financing mechanism to address this blight. allocation through an up-front loan secured by collateral and/or future CDBG grant years. FINANCIAL IMPLICATIONS: All costs associated with this proposal will be paid from grant funding received through Proposition 123 Local Planning Grant PL2402. In addition, some activities may be billed to administration of other Department of Housing and Citizen Services grants, including the CDBG Program, HOME Program, and pandemic-related funding (CDCV010 and HOARP10). The current funding is anticipated to last approximately one (1) year. The intent is this position will become sustained with Section 108 loan proceeds and program income as a result of the program and have the potential for multi-year extension. However, if this position does not generate the anticipated program income or have eligible administrative expenses through the Section 108 program, this position would not be extended. The cost of the Housing Redevelopment Program Manager position is approximately $56,183 for the remainder of 2026. BOARD/COMMISSION RECOMMENDATION: Not Applicable STAKEHOLDER PROCESS: None. ALTERNATIVES: The no action alternative would be to retain current staffing levels. Without approval of this Ordinance, the City of Pueblo will not be able to adequately support the important work of the program. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: None.
