The zoning restrictions covering the following described property, and in addition half of all adjacent dedicated roadway and alley rights -of -way, together generally identified in the attached Rezone Exhibit, is hereby changed from 0-1, Neighborhood Office District to R-2, Single -Family Residential District: LOT 10 BLK 5 SHULLS SUB ALL IN SW4 SW4 9-21-65 ALSO THAT POR OF VAC JONES AVE ADJ #1630543 FORMERLY #15-093-31-026 SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. President of City Council ATTEST DocuSgned by: City Clerk Docusign Envelope ID: 9CC6616F-619B-8834-8058-268DA67A1C07 City Clerk's Office Item # R1 • Background Paper for Proposed Ordinance COUNCIL MEETING DATE: May 26, 2026 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Clyde Bishop, City Clerk FROM: Beritt Odom, Director Planning and Community Development SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS TO REZONE LOT 10, BLOCK 5, SHULLS SUBDIVISION FROM 0-1, NEIGHBORHOOD OFFICE ZONE DISTRICT TO R-2, SINGLE-FAMILY RESIDENTIAL ZONE DISTRICT SUMMARY: The applicant is requesting to rezone 0.78 acres located north of Siena Dr. and east of 5417 N Siena Dr. from Neighborhood Office (0-1) Zone District to Single -Family Residential (R-2) Zone District. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The subject property was originally annexed into the City on January 4, 2005, as a portion of the Bandera/Siena Annexation. The parcels that are being resubdivided concurrently with this case were zoned 0-1, Neighborhood Office District, on April 11, 2005. The original intent of zoning to the 0-1 district was to construct commercial businesses along Siena Dr. One such commercial office building, addressed 5417 Siena Dr., was constructed in 2007, but the remaining portion of the subject property has remained undeveloped. The eastern portion of the property, where the developed commercial site is located, will remain 0-1, but now the applicants intend to rezone the western portion to R-2 in order to construct single-family residences comparable to the homes in the surrounding Regency Ridge neighborhood. The subject property is designated by the Regional Comprehensive Plan as Suburban Residential, which is consistent with this requested rezoning into an R-2 district. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their February 11, 2026, Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance the property will not be zoned in accordance with the Pueblo Municipal Code. Upon request of City Council, the Ordinance could be returned to the Planning and Zoning Commission for consideration of proposed modifications. RECOMMENDATION: Approval of the Ordinance.
