A RESOLUTION AUTHORIZING THE ISSUANCE OF A
REVOCABLE PERMIT (REV-26-13) TO THE CITY OF PUEBLO
PARKS & REC FOR THE USE OF THE PUBLIC RIGHT-OF-WAY
ALONG CARLILE AVENUE CLOSED FROM GOODNIGHT
AVENUE EXTENDING NORTH THEN EAST TO CARLILE
AVENUE TO CITY PARK AVENUE FOR THE PURPOSE OF
HOSTING THE STEEL CITY ARKANSAS RIVER FESTIVAL
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Revocable Permit (REV-26-13) is authorized to be issued to the City of
Pueblo Parks & Rec for the use of the public right-of-way along Carlile Avenue closed from
Goodnight Avenue extending north then east to Carlile Avenue to City Park Avenue for the
purpose of hosting the Steel City Arkansas River Festival on June 27, 2026, from 6:00 a.m. to
8:00 p.m.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the intent
of this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a draft Revocable Permit (REV-26-13) submitted to the City of Pueblo Parks
& Rec for the use of the public right-of-way along Carlile Avenue closed from Goodnight
Avenue extending north then east to Carlile Avenue to City Park Avenue for the purpose
of hosting the Steel City Arkansas River Festival on June 27, 2026, from 6.00 a.m. to
8.00 p.m.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The City of Parks & Rec has submitted an application for a Revocable Permit (REV-26-
13) to the City of Pueblo Parks & Rec for the use of the public right-of-way along Carlile
Avenue closed from Goodnight Avenue extending north then east to Carlile Avenue to
City Park Avenue for the purpose of hosting the Steel City Arkansas River Festival on
June 27, 2026, from 6.00 a.m. to 8.00 p.m.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval

STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve the Resolution will prevent the applicant from exclusive use of the
right-of-way.
RECOMMENDATION:
