HomeMy WebLinkAbout11165Qnd—_!1l 65- City Clerk's Office Item # S24 city of Ak 1;m.PUEBL0 colorado Background Paper for Proposed Ordinance COUNCIL MEETING DATE: April 27, 2026 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Clyde Bishop, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: AN ORDINANCE APPROVING AN AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION ("CITY"), AND THE FEDERAL HIGHWAY ADMINISTRATION, AWARD NUMBER: 693JJ32340380 FOR THE SAFE STREETS FOR ALL PROJECT, DECREASING THE FEDERAL FUNDING FROM $681,600 TO $428,615.01 AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance approves an Amendment of an Intergovernmental Agreement ("IGA") between the City of Pueblo, a Colorado Municipal Corporation ("City") and the Federal Highway Administration, Award Number: 693JJ32340380 for the Safe Streets for All Project by reducing the funding from $681,600.00 to $428,615.01. PREVIOUS COUNCIL ACTION: Ordinance 10499, approved on June 26, 2023, established Project Account PL2305, for Safe Streets & Roads for All - SS4A, approved an IGA with Federal Highway Administration (FHWA) in the amount of $681,600.00, transferred $170,400.00 from Project Account C12204 to Project Account PL2305, and budgeted and appropriated $852,000.00 for the project. Resolution 15652, dated June 10, 2024, awarded an agreement for professional consulting services in the amount of $155,000.00 to Street Simplified, LLC, to render professional traffic engineering, data collection, analysis, reporting, support and related services. Resolution 15806, dated November 11, 2024, awarded an agreement for professional consulting services in the amount of $400,000.00 to DiExSys, LLC, for the Pueblo Area Comprehensive Safety Action Plan. Resolution 16172, dated November 10, 2025, adopted the Pueblo Area Comprehensive Study Action Plan (SCAP). BACKGROUND: The City was awarded a Safe Streets for All (SS4A) Planning Grant to hire consultants to create an evidence -based Action Plan that will facilitate life-saving safety improvements that significantly reduce or eliminate roadway fatalities and serious injuries. The Comprehensive Safety Action Plan was developed through interaction between multiple community stakeholder groups to identify projects and programs that will help contribute to improving the safety of pedestrians, bicyclists and vehicles. The first portion of the work to be completed through the Planning Grant was to analyze traffic safety at fifteen key intersections in the PACOG MPO area with the highest number of crashes. Street Simplified, LLC, completed a full analysis of these intersections, looking at turning movements, speed analytics, crosswalk usage and analysis, cyclist turning movements, near miss analysis, speeding analysis, red light running, and intersection blocking. DiExSys, LLC, then utilized that information, along with data they collected and analyzed across the City's other intersections and certain high -traffic corridors to create the Pueblo Area Comprehensive Safety Study Action Plan. The City has completed the obligation to the grant agreement. The Amendment is formalizing the closeout of this grant agreement and to de -obligation federal funding in the amount of $252,984.99. FINANCIAL IMPLICATIONS: The City has expended $535,768.76 of the grant funds including $107,153.75 of local match. The remaining $252,984.99 of the federal funds will be de -obligated. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this Ordinance would deny returning the remaining funds to the Federal Highway Administration. RECOMMENDATION: Approve the Ordinance. An Amendment to the Intergovernmental Agreement ("IGA") between the City of Pueblo, a Colorado Municipal Corporation, and Federal Highway Administration, Award Number: 693JJ32340380 for the Safe Streets for All Project, a copy of which is attached, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The Mayor is authorized to execute and deliver the IGA Amendment in the name of the City of Pueblo and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 3. The officers of the City are authorized to perform any and all acts consistent with this Ordinance to implement the policies and procedures described herein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Introduced and initial adoption of Ordinance by City Council on April 13, 2026.
