SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A DONATION OF A
2026 POLARIS RANGER CREW XP 1000, MODEL NUMBER
R26RSU99AH, FROM THE PUEBLO POLICE FOUNDATION, A
COLORADO NON-PROFIT CORPORATION, TO THE CITY OF PUEBLO
FOR USE BY THE PUEBLO POLICE DEPARTMENT
SUMMARY:
The attached Ordinance approves and accepts the unconditional donation of one 2026
Polaris Ranger Crew XP 1000, model no. R26RSU99AH from the Pueblo Police
Foundation, a Colorado non-profit corporation, to the City of Pueblo for use by the Pueblo
Police Department. The Vehicle will be assigned to the Police Department's Directed
Investigation and Community Engagement Unit ("DICE") to support its law enforcement
operations.
PREVIOUS COUNCIL ACTION:
From time to time, Pueblo City Council has accepted the donation of cash or equipment
for use by the Pueblo Police Department by way of Ordinance.
BACKGROUND:
The Pueblo Police Foundation is a Colorado non-profit corporation organized exclusively
for charitable and public safety support purposes. The Foundation has offered to donate
to the City of Pueblo a 2026 Polaris Ranger Crew XP 1000, model no. R26RSU99AH,
with a base manufacturer's suggested retail price of $32,999.00 (the "Vehicle"). The
donation is unconditional, with no restrictions on use, reversion clauses, or other
conditions attached.
The Vehicle will be assigned to the Pueblo Police Department's DICE team. The Vehicle
will be equipped with police lights, decals, and utility racks. While primarily assigned to
DICE, the Vehicle may also be utilized by other Pueblo Police Department officers as
operational needs require. The 2026 Polaris Ranger Crew XP 1000 is a utility task vehicle
suited for law enforcement support operations, providing enhanced mobility and
operational capacity for field work. Unlike the Police Department's two existing all -terrain
vehicles, the Polaris Ranger Crew XP 1000's enclosed cab design makes it better suited
for deployment under harsh weather conditions. Accepting this Vehicle will equip the
DICE team at no acquisition cost to the City.
Acceptance of this donation furthers the public safety mission of the Pueblo Police
Department and reflects the Pueblo Police Foundation's commitment to supporting law
enforcement operations in the City of Pueblo.
FINANCIAL IMPLICATIONS:
The City will receive a Vehicle with a base manufacturer's suggested retail price of
$32,999.00 at no acquisition cost. Ongoing costs for fuel, maintenance, and insurance
attributable to the Vehicle will be absorbed within the Pueblo Police Department's
existing operating budget.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
If this Ordinance is not approved, the City will not accept the Vehicle and the Pueblo
Police Foundation's donation will be declined. The DICE team will not receive the
operational resource described herein.
RECOMMENDATION:
Approve the Ordinance.

NUMBER R26RSU99AH, FROM THE PUEBLO POLICE
FOUNDATION, A COLORADO NON-PROFIT CORPORATION,
TO THE CITY OF PUEBLO FOR USE BY THE PUEBLO POLICE
DEPARTMENT
WHEREAS, the City of Pueblo is a home rule municipality organized and existing under
Article XX of the Colorado Constitution, which vests in home rule municipalities plenary authority
over matters of local concern, including the operation and support of its police department; and
WHEREAS, the Pueblo Police Foundation is a Colorado non-profit corporation organized
exclusively for charitable and public safety support purposes; and
WHEREAS, the Pueblo Police Foundation has offered to donate to the City of Pueblo one
2026 Polaris Ranger Crew XP 1000, model no. R26RSU99AH, with a base manufacturer's
suggested retail price of $32,999.00 (the "Vehicle"), as an unconditional gift with no use
restrictions, conditions, or reversion clauses; and
WHEREAS, the Vehicle will be assigned to the Pueblo Police Department's DICE team to
support its law enforcement operations and advance the public safety mission of the City of
Pueblo; and
WHEREAS, the Vehicle will be equipped with police lights, decals, and utility racks for law
enforcement operations; may, as operational needs require, be utilized by Pueblo Police
Department officers other than DICE team members; and, unlike the department's two existing
all -terrain vehicles, its enclosed cab design makes it better suited for deployment under adverse
weather conditions.
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The City of Pueblo hereby approves and accepts the unconditional donation of one 2026
Polaris Ranger Crew XP 1000, model no. R26RSU99AH, with a base manufacturer's suggested
retail price of $32,999.00 (the "Vehicle"), from the Pueblo Police Foundation, a Colorado non-
profit corporation, for use by the Pueblo Police Department.
SECTION 2.
The Mayor is authorized to execute any documents necessary to complete the transfer of
title to the Vehicle in the name of the City of Pueblo, and the City Clerk is directed to affix the seal
of the City to any such documents and attest same.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Ordinance to effectuate the acceptance of the Vehicle described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
