SUBJECT: AN ORDINANCE APPROVING A SUB -AGREEMENT FOR
PROFESSIONAL ENGINEERING SERVICES BETWEEN DIBBLE AND
ASSOCIATES CONSULTING ENGINEERS, INC., AN ARIZONA
CORPORATION, AND THE CITY OF PUEBLO, A COLORADO
MUNICIPAL CORPORATION, FOR ENGINEERING DESIGN AND
RELATED CONSTRUCTION ADMINISTRATION SERVICES IN
CONNECTION WITH THE TAXIWAY A SEALCOAT (PHASE 1)
PROJECT AND AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
This Ordinance approves Sub -Agreement for Professional Engineering Services
between Dibble and Associates Consulting Engineers, Inc., an Arizona Corporation, and
the City of Pueblo, a Colorado Municipal Corporation, for engineering design and related
construction administration services in connection with the Taxiway A Sealcoat (Phase
1) project.
PREVIOUS COUNCIL ACTION:
Resolution No. 16263, approved March 9, 2026, transferred funds from Project No.
AP2101 to Project No. AP2603 for upfront project costs and grant matching.
BACKGROUND:
The Colorado Department of Transportation (CDOT) Aeronautics Division conducted a
pavement condition assessment for Taxiway A, and it was determined that Taxiway A
from Runway 35/17 to Taxiway A10 is due for sealcoat maintenance. This project is on
the Capital Improvement Plan schedule for 2026, approved by both the FAA and CDOT
grant funds.
Dibble and Associates Consulting Engineers, Inc., an Arizona Corporation, submitted
their proposal to complete the engineering design and construction administration in
accordance with the master agreement as Engineer of Record for the Pueblo Memorial
Airport.
FINANCIAL IMPLICATIONS:
The total cost for design and construction administration is $150,759.87. The funds for
this project will be paid from Project No. AP2603 — PUB Taxiway A Sealcoat (Phase 1).

ALTERNATIVES:
If this Ordinance is not approved, the project to sealcoat Taxiway A will not occur.

WHEREAS, The Colorado Department of Transportation (CDOT) Aeronautics Division

WHEREAS, Dibble and Associates Consulting Engineers, Inc., an Arizona Corporation,
submitted their proposal to complete the engineering design in accordance with the master
agreement as Engineer of Record for the Pueblo Memorial Airport; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Sub -Agreement for Professional Engineering Services between Dibble and
Associates Consulting Engineers, Inc., an Arizona Corporation, and the City of Pueblo, a
Colorado Municipal Corporation, to render certain professional planning, design, engineering and
related services in connection with the Taxiway A Sealcoat (Phase 1), a copy of which is attached
hereto, having been approved as to form by the City Attorney is hereby approved. The Mayor is
authorized to execute and deliver the Agreement in the name of the City and the City Clerk is
authorized to affix the seal of the City thereto and to attest same.
SECTION 2.
Funds for said project shall be from Project No. AP2603 — PUB Taxiway A Sealcoat
(Phase 1).
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
