HS2601 SUMMARY: Attached is an Ordinance approving and accepting a grant in the amount of $49,950.00 from the Colorado Department of Local Affairs to complete pre -development work for the physical site located at 1300-Blk of East 4th and the 1300-Blk of East 5th. This Ordinance establishes, budgets and appropriates the grant funds to Project No. HS2601 and authorizes the Mayor to sign the Grant Agreement. PREVIOUS COUNCIL ACTION: Not Applicable. BACKGROUND: The City of Pueblo has been awarded a grant in the amount of $49,950.00 from the Colorado Department of Local Affairs (DOLA) to support pre -development activities for the properties located in the 1300 block of East 4th Street and the 1300 block of East 5th Street. These parcels are City -owned and have been identified as priority sites for future affordable housing development. As part of the City's broader strategy to reduce barriers to development, encourage public -private partnerships, and stimulate investment in underutilized areas, the City released a Request for Information (RFI) in January to identify qualified developers interested in partnering on this project. Advancing the sites toward development readiness is a critical next step in attracting and securing a development partner. The DOLA grant will fund essential pre -development work, including but not limited to engineering analysis, environmental review, appraisals, surveying, and other technical studies necessary to prepare the sites for affordable housing construction. These activities will help clarify site conditions, reduce uncertainty for potential developers, and strengthen the feasibility of future housing projects. This Ordinance approves and accepts the DOLA grant, establishes and appropriates the funds into Project No. HS2601, and authorizes the Mayor to execute the Grant Agreement on behalf of the City. FINANCIAL IMPLICATIONS: There are no matching funds required for this grant. Accepting this grant will bring additional funding to the City to repair the aging housing stock. STAKEHOLDER PROCESS: Not applicable to this Ordinance, ALTERNATIVES: If the proposed Ordinance is not approved, the grant will not be accepted. RECOMMENDATION: Approval of the Ordinance. Grant Agreement Affordable Rental Agreement Program ORDINANCE NO. 11151 AN ORDINANCE APPROVING AND ACCEPTING A GRANT FROM THE COLORADO DEPARTMENT OF LOCAL AFFAIRS IN THE AMOUNT OF $49,950.00 FOR PREDEVELOPMENT FUNDING; AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ESTABLISHING PROJECT HS2601, AND BUDGETING AND APPROPRIATING $49,950.00 TO PROJECT NO. HS2601 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Affordable Rental Program Agreement dated February 9, 2026 ("Agreement") between the City of Pueblo, a Colorado Municipal Corporation, and the Colorado Department of Local Affairs, to assist with the pre -development of existing properties suitable for the purpose of providing or developing affordable rental opportunities at or below 100% of the area median income, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved_ SECTION 2. The Mayor is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of the City thereto and attest the same. SECTION 3. Project No. HS2601 is hereby established. SECTION 4. Funds in the amount of $49,950.00 shall be accepted pursuant to the Agreement and budgeted and appropriated to Project No. HS2601. SECTION 5. The officers and staff of the City are hereby authorized to perform any and all acts consistent with this Ordinance and the attached Agreement to effectuate the transactions described therein.
