SUBJECT: AN ORDINANCE ADOPTING THE ATTACHED RECOMMENDATION
FROM THE COMMUNITY SERVICES ADVISORY COMMISSION
(CSAC) FOR COLORADO BLUESKY ENTERPRISES, INC.,
APPROVING THE ATTACHED COMMUNITY SERVICES FUNDING
AGREEMENT, AND AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
Attached is an ordinance that accepts the funding recommendation made by the
Community Services Advisory Commission for Colorado Bluesky Enterprises, Inc.,
approves the attached Community Services Funding Agreement, and authorizes the
Mayor to execute the agreement.
The Board of County Commissioners has adopted this recommendation.
PREVIOUS COUNCIL ACTION:
On July 14, 2003, the City of Pueblo entered into an agreement with Pueblo County to
create and administer the Community Services Advisory Commission (CSAC).
City Council will vote on final approval of an updated Intergovernmental Agreement
between the City of Pueblo and Pueblo County on April 13, 2026.
On November 24, 2025, City Council budgeted and appropriated $550,000 for payments
to nonprofits.
BACKGROUND:
On July 14, 2003, the City of Pueblo entered into an agreement with Pueblo County to
create and administer the Community Services Advisory Commission (CSAC). The
intent of CSAC was to have a dually appointed body make recommendations on grant
recommendations for community nonprofits, removing Board of County Commissioners
and City Councilors from reviewing applications and making individual funding
recommendations..
For the 2026 Fiscal Year, the CSAC received $2,353,697 in funding requests from 39
agencies.
The CSAC recommends funding 33 agencies for a total of $955,000.
This ordinance only contains the recommendation for Colorado Bluesky Enterprises,
Inc., so this funding recommendation can be considered individually.
Colorado Bluesky Enterprises, Inc. requested $300,000 in funding and the CSAC
recommended funding of $40,000.
FINANCIAL IMPLICATIONS:
During the 2026 budget process, City Council approved $550,000 for this initiative
Pueblo County approved $490,000.
BOARD/COMMISSION RECOMMENDATION:
The Community Services Advisory Commission has made funding recommendations to
both the City and the County for delivery of service.
STAKEHOLDER PROCESS:
There are no required or recommended stakeholder processes attached to this action.
ALTERNATIVES:
The City Council could choose not to approve this funding recommendation and choose
to return the proportionate amount of City funds to the general fund.
RECOMMENDATION:
Approval of the Ordinance.

AN ORDINANCE ADOPTING THE ATTACHED
RECOMMENDATION FROM THE COMMUNITY SERVICES
ADVISORY COMMISSION (CSAC) FOR COLORADO BLUESKY
ENTERPRISES, INC., APPROVING THE ATTACHED
COMMUNITY SERVICES FUNDING AGREEMENT, AND
AUTHORIZING THE MAYOR TO EXECUTE SAME
WHEREAS, both City and County provide significant funding to local non-profit community
service organizations serving the needs of local residents; and
WHEREAS, City Council budgeted and appropriated $550,000 on November 24, 2025;
and
WHEREAS, City Council agrees with the funding recommendation set forth in this
ordinance for Colorado Bluesky Enterprises, funding them $40,000 for the 2026 Fiscal Year;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Mayor is hereby authorized to execute CSAC Subrecipient Agreements to effectuate
the 2025 Recommendations of the Community Services Advisory Commission (for Fiscal Year
2026) for and on behalf of the City and the City Clerk is authorized to affix the seal of the City
thereto and attest same.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this
Ordinance and the attached Agreement to effectuate the transactions described therein.
SECTION 3.
If any section, paragraph, clause, or provision of this Ordinance shall for any reason be
held to be invalid or unenforceable, the invalidity or unenforceability of such section, paragraph,
clause, or provision shall not affect any of the remaining provisions of this Ordinance.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
