SUBJECT: A RESOLUTION AUTHORIZING PAYMENT FROM THE COUNCIL
CONTINGENCIES ACCOUNT IN THE 2026 GENERAL FUND BUDGET
TO HARP FOUNDATION IN THE AMOUNT OF $3,500 TO SPONSOR
THE 2026 ROLLIN' ON THE RIVERWALK AT 4:00 PM AT ALAN HAMEL
AVENUE & MAIN STREET ON JULY 4TH, 2026
SUMMARY:
Attached for consideration is a request for support of HARP Foundation in the amount of
$3,500 to sponsor the 2026 Rollin' on The Riverwalk 4th of July Celebration
at 4:00 PM at Alan Hamel Avenue & Main Street on July 4th, 2026.
PREVIOUS COUNCIL ACTION:
Council supported this event for $9,000 in 2021, 2022 and 2023 and for $2,500 in 2025.
BACKGROUND:
City Council Member Mark Aliff is requesting $3,500 to sponsor HARP Foundation's
Rollin' on The Riverwalk. The Rollin' on The Riverwalk will take place on July 4th, 2026,
at 4:00 PM at Alan Hamel Avenue & Main Street.
Rollin' on the Riverwalk 4th of July Celebration is a free public event held annually at the
Historic Arkansas Riverwalk in downtown Pueblo, attracting over 10,000 attendees. The
event features over 60 food and retail vendors, live music, and family -friendly activities,
supporting local businesses and community engagement.
Event Timeline:
4:00 PM: Event opens; 60+ food and retail vendors begin service; boat rides available
5:00 PM: The Runners Band Perform
7:15 PM: Honor Guard & Singing of the National Anthem
7:50 PM: Triple Nickel Performs
9:30 PM: Fireworks display over the Riverwalk confluence
9:30 PM: Event concludes
The event is designed to drive downtown activity, provide a community gathering space,
and showcase local talent and businesses. Sponsorship funds will be used to cover key
operational costs, including the fireworks show, live entertainment, event licensing, street
closures, portable restroom rentals, and waste management services. These
contributions ensure the event remains safe, well -organized, and accessible for the entire
community and those visiting to enjoy.
FINANCIAL IMPLICATIONS:
Payment of funds in the amount of $3,500 would be paid from the Council Contingencies
Account in the 2026 General Fund Budget to HARP Foundation.

ALTERNATIVES:
City Council could choose not to authorize funding for this purpose.

A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2026 GENERAL

BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Payment in the amount of $3,500 from the Council Contingencies Account in the 2026
General Fund Budget is authorized to be paid to HARP Foundation to sponsor the 2026 Rollin'
on The Riverwalk at 4:00 PM at Alan Hamel Avenue & Main Street on July 4th, 2026.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.
